The new coastal legislation will take effect January 1, 1977, and presents a potential adverse delay in development in Car Country unless certain building permits and foundation work and a conditional use permit are accom- plished prior to January I, 1977. 1.1 The Planning Commission is involved in process- ing the applications either by way of public hearing or an agenda item. 2. Rorick Buick will be in position to present its building plans to the Planning Commission'by December 22, 1976. 3. There is a possibility that Lincoln-Mefcury will be in a position to present a plan to the Commission before a late December meeting. Negotiations are underway. 4. The additional free standing signs authorized by the recent sign ordinance change require a conditional use permit. We have submitted the application this afternoon but there is no way to give required notice for any meeting prior to December 22 and that will require staff priority. The addi- tional signs are few in number and not to exceed 20 feet in height nor 55 square feet and must be 200 feet apart. In the opinion of the Dealers these will increase sales now being missed in the Center. This, of course, will benefit the City. S. M. L'Heureux, Esq. 2.
