Dear Mr. Bushway:
Introduction
RK ENGINEERING GROUP, INC. (RK) is pleased to provide this observed parking study for
the proposed Lake Forest Ice Training Center. The proposed location of this site would be
at 25821 Atlantic Ocean Drive in the City of Lake Forest. The proposed development
would consist of approximately 30,826 square feet of ice training facility use. The site
provides for a total of 81 parking spaces that are not shared by other uses.
The City of Lake Forest Municipal Parking Code has a requirement for ice skating rinks to
have one (1) parking stall per 100 square feet of gross floor area. According to the parking
code, the Lake Forest Ice Training Facility will be required to have a total of 309 parking
stalls.
The proposed Lake Forest Ice Training Center is seeking relief from the city parking code,
because it will not provide public skating and hockey tournaments and therefore it will
have a much lower parking rate. The Lake Forest Ice Training Center primary use is for
training on skills and techniques in figure skating, hockey and individual team practices.
Skating lessons for figure and hockey are proposed to be offered through the Lake Forest
Park and Recreation programs along with home school physical education programs. At
this time, the Lake Forest Ice Training Center will not offer public skating sessions, host
tournaments or competitions with outside entrants; public skating attendance can reach
up to 300 skaters creating a high parking demand situation. A complete and more
detailed description of the proposed Lake Forest Ice Training Center Facility is located in
Appendix £.
Due to this unique use, the Lake Forest Municipal Parking Code (Section 9.168.1W Parking
Reductions) allows a parking study to be conducted in order to determine the appropriate
parking rate for the project.

RK conducted a total of eight (8) parking surveys at four (4) ice rink locations throughout
Orange County in order to generate realistic parking demand rates based on the existing
demand at these four (4) existing sites. Per a request from the City of Lake Forest staff, an
additional parking survey was conducted at the Aliso Viejo Ice Palace on
Saturday, November 27, 2010 in order to demonstrate the increased parking demand of
public skating and hockey tournaments. Based upon these surveys, RK has been able to
establish a peak parking demand for the specific type of use planned for the Lake Forest Ice
Training Center.
The parking rate data would be applied to the proposed Lake Forest Ice Training Center
Development in order to determine whether the provided on-site parking at the new facility
would be able to accommodate the anticipated peak parking demand.
RK has also performed a trip generation analysis to determine the project expansion's
AM/PM and daily trips as it compares to the existing land uses. Based upon this study,
the project expansion will increase the daily trips by 515 net trip ends per day,
and the PM peak hour trips by 43 net trips. Data for AM trips for ice skating
rinks is not provided by ITE. This coincides with the peak operating hours that
occurred primarily during the PM hours.
Studv Parameters
RK has conducted a total of eight (8) weekday and weekend parking surveys at the four (4)
ice rink locations listed below:
1. Aliso Viejo Ice Palace - (9 Journey, Aliso Viejo, CA)

Per a request from the City of Lake Forest staff, an additional parking survey was conducted
at the Aliso Viejo Ice Palace on Saturday November 27, 2010 from 10:00 AM - 7:00 PM at
30 minute intervals. Saturday, November 27, 2010 was chosen in order to collect parking
demand data on public skating and hockey tournaments. These uses are not planned at
the Lake Forest Ice Training Center. It was also selected because it represents a peak
demand day for the Ice Palace due to the Thanksgiving holiday weekend.
It should be noted that the Aliso Viejo Ice Palace provided public skating from
12:30 PM - 3:00 PM and a hockey tournament from 3:30 PM to 6:00 PM on the day the
parking demand was observed. Due to the increased demand of public skating and hockey
tournaments which require a higher parking demand, the proposed Lake Forest Ice
Training Center will NOT offer these programs.
Visitors attending the Aliso Viejo Ice Palace during peak operating hours tend to park in the
adjacent parking lots if the Ice Palace parking lot is perceived to be occupied. Additionally,
it is also common for visitors attending adjacent buildings to park in the Ice Palace parking
lot and visit other uses. Due to the sharing of parking spaces, special care was taken to
ensure that only vehicles parked specifically to visit the Ice Palace were counted regardless
of where they parked. Therefore, in order to determine an accurate parking demand for
the Ice Palace, parking counts were conducted for all vehicles parking in the surrounding
area that were specifically visiting the Ice Palace.
A total of six (6) parking areas were utilized by visitors attending the Ice Palace. These areas
include the Ice Palace parking lot (areas 1 and 2), the adjacent parking lot to the north
(areas 3 and 4), the sheriff's parking lot to the south (area 5) and the parking lot located
across Journey (area 6).
Furthermore, RK collected vehicle license plate data in order to determine the vehicle
duration rate for how long vehicles were parked for use at the Ice Palace. The observed
parking study conducted on Saturday, November 27, 2010 at the Aliso Viejo ice Palace
concluded that the average visitor parked their vehicle for 1.97 hours.
It should be noted that an encroachment permit was required for the Aliso Viejo Ice Palace
during the Wednesday, July 21^ obsen/ed parking counts. The encroachment permit was
required in order to obtain accurate count data specifically for visitors attending the
Ice Palace. The Orange County Sheriffs Department is located in the adjacent building and
regularly uses the parking spaces at the Ice Palace due to overflow from the Sheriffs
parking lot. Please see Appendix F for a copy of the Encroachment Permit and letter from
the Sheriffs Department explaining the reason of the encroachment permit.
The parameters of the observed parking surveys are as follows;
1. Counts were taken on:
a. Saturday, July 17, 2010 ->(10:00 AM - 7:00 PM) at half hour intervals
b. Wednesday, July 21, 2010 -> (6:00 AM -7:00 PM) at half hour intervals
c. Saturday, November 27, 2010 -> (10:00 AM - 7:00 PM) at half hour
intervals (Aliso Viejo Ice Palace Only)
2. Some of the ice skating rinks are located inside shopping centers with shared
parking conditions and, as a consequence, special care was taken to ensure that
only vehicles parked specifically to visit the ice rinks were counted.
3. It should be noted that The Rinks (Westminster) ice skating rink hosted a special
event during the times that the parking survey was conducted. As a result, the ice
rink attracted more visitors than under normal conditions. This occurred during the
hours of 10:00 AM to 12:00 PM.
4. The observed parking counts conducted at the Aliso Viejo Ice Palace on Saturday,
November 27, 2010 represented a peak demand day due to the Thanksgiving
holiday weekend. Public skating was offered from 12:30 PM - 3:00 PM and a
hockey tournament was scheduled from 3:30 PM to 6:00 PM. As a result of the
holiday and scheduled activities, the ice rink attracted more visitors than under
normal conditions.
5. Appendix A shows the actual parking survey taken at each location. Table 1
contains a detailed account of each ice skating rink and its approximate square
footage. The parking demand shown in Table 1 represents the peak demand during
skating activity that is similar to what is expected at the Lake Forest Training Center.
Satellite images of all locations analyzed are included in Appendix G.
6. Appendix B provides details on the types of sessions offered at the times the parking
surveys were conducted. It also correlates the parking demand for each activity,
7. KHS Ice Arena is the only reference site with two rinks inside the facility. Therefore,
its parking demand represents a larger facility. No adjustments to the KHS data was
made as a result of having two (2) rinks.
Trip Generation
Trip generation represents the amount of trips that is produced and attracted by a
development. Trip generation rates are developed by the ITE (Institute of Transportation
Engineers) in their Trip Generation Manual, 8th Edition, 2008. The trip generation rates for
project are shown in Table 5. The proposed project will change the current land use from
light industrial to ice skating rink.
The project trip generation comparison is induded in Table 6. The existing light industrial
land use generates 215 vehicle trip ends per day, with 28 vehicle trips per hour during the
AM peak hour and 30 vehicle trips per hour during the PM peak hour. The proposed ice
skating rink land use wil! generate 73 vehicles per hour during the PM peak hour. Due to
lack of data provided by the ITE, RK has used a conservative 10% of the daily trips to equal
the PM peak hour total, thus generating 730 trip ends per day. The proposed project will
generate 515 more trip ends per day and 43 more vehicles per hour than the light
industrial during the PM peak hour than the light industrial land use. The trip generation
comparison table is included in Table 6.
Findings
The findings of the study are as follows:
1. Table 1 shows each ice rinks address, square footage and peak parking demand for
activities that are similar to what is expected at the Lake Forest Training Center. The
peak parking demand figures shown in Table 1 are based upon the parking survey
shown in Appendix A for activities expected at the Lake Forest facility.
The following is a summary of the peak parking counts that occurred during the parking
survey when there were similar activities as expected at the Lake Forest Ice Training Center.
Saturday. Julv 17'^ Wednesday. Julv 21^* and November 27*^ Observed
Parkinq Counts
a. The peak weekday parking demand that occurred at any of the sites was 58
parking spaces. The weekday peak hour is 6:00 PM.
b. The peak weekend parking demand that occurred at any of the sites was 71
parking spaces. The weekend peak hour was 12:00 PM.
2. Table 2 shows the calculated peak parking rates for similar activities expected at the
Lake Forest Training Center based upon the parking survey.

Parkinq Counts
a. The peak weekday parking rate calculated was 1.76 parking spaces per 1,000
square feet.
b. The peak weekend parking rate calculated was 2.23 parking spaces per
1,000 square feet.
3. Table 3 shows the calculated parking demand for the proposed Lake Forest Ice
Training Center. Exhibit A shows the location of the proposed development and
Exhibit B shows the proposed site plan.
Saturday. Julv 17**^. Wednesday, Julv 21** and November 27^*^ Peak Parkinq
Rates and Required Parkinq Spaces
a. The weekend peak parking rate that was used to calculate the
required number of spaces for the proposed development is
2.46 parking spaces per 1,000 square feet. This rate was calculated
using the peak parking rates generated in Table 2 and adding an
additional 10% to this figure. This rate was based upon the activities
expected at the Lake Forest Training facility.
b. As a result, the calculated peak parking demand for the proposed
development would be 76 parking spaces. The site proposes to
provide 81 parking spaces. This results in a surplus of 5 parking
spaces during the peak parking period.
4. Due to the unique use, the City of Lake Forest Municipal Code allows for a parking
demand analysis to be conducted in order to determine the appropriate parking
rate. RK has conducted an extensive parking survey of four (4) different ice rinks in
Orange County, During many hours of these sun/eys, high use activities (i.e. hockey
tournaments, public skating, etc.) occurred, which are not planned at the Lake
Forest Ice Training Center. Therefore, RK extracted the peak parking demand that
occurred during the survey period that represented similar activities to what is
expected at the Lake Forest site. The peak demand plus ten (10) percent that
occurred at the four (4) sites was used to establish the parking demand rate for the
Lake Forest Ice Training Center. This is standard practice for establishing a
recommended parking rate. The observed parking demand as it relates to the
schedule of activities at each survey site is included in Appendix B.
5. Table 5 shows the trip generation rates for the existing light industrial land use and
the proposed ice skating rink land use, provided by the Institute for Transportation
Engineers (ITE).
a. The Average Daily Rate for a light industrial land use is 6.97 trip ends per day
per thousand square feet.
b. AM and Average Daily Rates for an ice skating rink are not provided in the
ITE Trip Generation Manual.
6. Table 6 shows the net total number of trips for the existing and proposed land uses,
with a square footage of 30,826, and compares the two to give a trip difference.
a. The existing land use would generate 215 trip ends per day and 30 vehicles
per hour during the PM peak hour.
b. The proposed land use would generate 730 trip ends per day and 73 vehicles
per hour.
c. The net trip difference between the existing and proposed land uses is 515
trips per day, and 43 vehicles per hour during the PM peak hour.
Conclusions
Taking into account the data collected during this analysis, RK would make the following
recommendations:
1. The purpose of this parking study is to seek relief from the City of Lake Forest
Municipal Parking Code as it pertains to Ice Skating Rinks. The Lake Forest Ice
Training Center facility primary use is for training on skills and techniques in figure
skating, hockey and individual team practices. Skating Lessons for figure and
hockey are proposed to be offered through the Lake Forest Park and Recreation
programs along with home school physical education programs. At this time, the
Lake Forest Ice Training Center will not offer public skating sessions, host
tournaments or competitions with outside entrants. Due to this unique use, the
Municipal Parking Code allows a parking study to be conducted in order to
determine the appropriate parking rate for the project.
2. The site is projected to have a peak parking demand of 76 parking spaces based on
the peak parking rates generated in this study. The site will provide 81 parking
spaces, thereby resulting in 5 surplus parking spaces during peak times.
3. The Saturday, November 27, 2010 obsen/ed parking counts at the Aliso Viejo Ice
Palace clearly demonstrate that the combination of public skating and hockey
tournaments significantly increase the peak parking demand. Therefore, the
proposed Lake Forest Ice Training Center will NOT offer these programs,
4. The peak parking demand for all ice skating rinks analyzed occurred during public
skating sessions and hockey tournaments for both weekday and weekend
conditions.
5. Parking appears to be sufficient to accommodate the parking demands at the
proposed Lake Forest Ice Training Facility based upon planned operations for typical
weekday and weekend conditions as long as public skating and hockey tournaments
are not scheduled.

9.168.030 Exceptions and alternatives to off-street
parl<lng regulations.
Exceptions and alternatives to the provisions of any of the off-street parl<ing
regulations may be requested as part of a discretionary application
approved by the Planning Commission (i.e., use permit or site development
permit). For requests that are not part of a discretionary application pacltet,
such alternative provisions can be administratively approved by the
Development Services Director. {Ord. No. 132 § 2,12-3-02)
9.168.035 Siiared parking.
Tvifo (2) or more structures or uses may share use of the same off-
street pari<ing spaces to meet the requirements of this chapter, where
the nomial hours of operation for the buildings or uses are staggered
In such a manner that the joint use of the same parking spaces Is
feasible, and where the total quantity of spaces provided is at least
equal to the total of the projected parking demand for the structures or
uses In operation at any given time. Shared parking shali only be
permitted where the following additional requirements have been
satisfied:
A. The applicant shall prepare and submit to the City of Lake Forest,
for review and approvai, a shared parking study that includes the
following information:
1. A site plan showing all parking spaces, building square footage and
tenant spaces within the compIex{es) or area(s) participating;
2. Evidence justifying that the peak hour parking demand from all
bui(ding(s), use(s) and ter7ant{s) does not create conflicting or
simultaneous demand for the shared spaces. Confiict win be evident
where hours of operation for tenants, buildings, and/or uses coincide.
At a minimum, the foiiowing evidence shall be provided to support the
justification:
Weekday Monday-Friday trip generation counts (separate a.m. and
p.m. counts).
• Saturday trip generation counts.
• Sunday trip generation counts,
• The study shall include a comparison to show that the parking
demand does not exceed the amount of parking avaiiable; and
3. A joint use parking matrix with the following information;
• Project buifding(s) and tenant address(es).
• Gross square footage ol ali buildings and tenant spaces.
• The name, type of each use(s), and the days and hours of operation
for each tenant.
• The number of parking stalls required by the development code for
each tenant based on each tenant's gross square footage and/or type
of use.
B. Together with a req^iest for shared parking, the applicant shall
provide a written shared parking agreement, suitable for recording,
signed by the owner(s) and/or ground lessee of the property upon
Recorder for the County of Orange within forty-five
(45) days afler approval of the shared parlcing request
by the Planning Commission and Public Works
Director.
Section 9.168.100 Off-site Parking Fadlities
Requests for off-site parking must meet the
following requirements:
(A) The entirety of each parking space
pennitted for off-sile parking shall be located within
five hundred (500) lineal feet of the buildinE(s)
and/or use(s) the spaces are intended to serve. A
means of safe pedestrian access shall be provided
between the off-site parking spaces and the
building(s) and use(s) tlie spaces are intended to
serve. The Director of Development Services and the
Director of Public Works/City Engineer shall review
and recommend approval of the means of providing
the required access and its level of safety, which
approval shall nol be unreasonably withheld if the
level of safety and means of access comply with the
existing traffic and safety standards, practices, and
policies of the City. The Directors may recommend
approval of use of shuttle, valet, or other altemative
means of access where no other safe means of access
is feasible.
(B) Off-sile parking facility requests
shall be reviewed and decided upon by the Planning
Commission, pursuant lo Chapter 9.184 of this Code.
(C) Together with a request for an off-
site parking facility, the applicant shall provide a
written off-site parking facility agreement, suitable
for recording, signed by the ownerfs) and/or ground
lessee of the property upon which the off-site parking
facility is to be located. The agreement shall establish
rights to the off-site parking facility requested in the
application. The agreement shall provide lhat no
amendment or modifjcation of the agreement that
would materially affect rights to parking may be
made without Ihc prior written approval of the City
Attorney and the Director of Development Services
for the off-site parking request. Approval of the
request for the off-site parking facility shall be
conditioned upon approval of the agreement by the
Director of Development Services, Public Works
Director, and the Cily Attorney, which approval shall
not be unreasonably withheld provided the agreement
satisfies the requirements of this Section. The
agreement shall be recorded with the Recorder for Ihe
County of Orange within forty-five (45) days after
approval of Ihe off-site parking request by the
Planning Commission and Public Works Director.
Section 9.168.110 Parking Reductions
(A) Instead of methodologies used in Section
9.168,090 and 9.168.100. requests for reductions in the
schedule of required minimum off-street parking provided
by Sections 9.168.030 to 9.168.070 may be approved,
provided they meet the following requirements:
(1) The Director of Development Services
may approve a parking reduction of up to 5% of the total
parking requirement for the sole purpose of
accommodating modifications to an existing development
to meet current legal requirements or regulations for
purposes of accessibility and safety; and
(2) The Planning Commission may approve
parking reductions of up to 10% on new or existing
development, for other purposes than stated in subsection
(a), provided the following has been satisfied:
(a) The Planning Commission has
considered a parking study, pursuant to subsection 3,
submitted by lhe applicani, and fmds there is-evidence, that
the parking demand will be less than the requiremenis in
Sections 9.168.030 to 9.168.070 for the life ofthe projecl;
and
(b) The Planning Commission has found
that the parking reduction contributes to a community
amenity which otherwise could not be accommodated.
(3) Parking studies for parking reductions
shall meet all of the following criteria:
(a) The parking study shall be prepared by a
Califomia state-licensed traffic engineer.
(b) The study shall include evidence
justifying that the forecasted parking demand from all
building(s), use(s) and tenant(s) is less than the Code
requirement.
(c) To ensure relevance to local projects, the
study shall include actual survey data from a minimum of
five (5) local examples, to the fullest extent possible.
When necessary, regional examples may be used.
(d) Evidence from a minimum of two (2)
data sources must be used to support conclusions. Data
sources supporting parking caps or maximum parking
requirements shall not be used. At a minimum, the
following evidence shall be provided to support the
justification:
• Weekday Monday-Friday trip generation counts
(separate a.m, & p.m. counts),
• Saturday trip generation counts,
• Sunday trip generation counts,
• A comparison to show that the parking demand
docs not exceed the amount of parking required or
available; and
(4) A provision for a parking supply buffer
above and beyond the parking study justification shall be
included, in order to accommodate temporary increases in
parking demand; and

Lake Forest Ice Training Center Facility
The Lake Forest Ice Training Center facility will consist of a regulation Ice surface 185' x 85' with dasher boards
and temper glass surrounding the rink. There will be changing rooms for hockey players, classroom/ study
area rooms for video and instructional training, coaches/pro's room, which is used for personal storage of
uniform, training and teaching material, ladies and men's restrooms, zamboni room for the ice resurfacing
machine and a storage room for skates for our parks and recreation programs and learn to skate lessons.
Snacks and drinks will be supplied by vending machines.
Lake Forest Ice Training Center facility primary use is for training and education on skills and techniques in
figure skating, hockey and individual team practices. Skating Lessons for figure and hockey offer through the
Lake Forest Park and Recreation programs along with our home school physical education program. Skates will
be included to participants with these programs. Local church groups like Saddleback Church will use the
facility for leadership programs and activities like Broom Ball.
Figure Skating and Freestyle are a morning activity for the Goal Oriented athlete with no more than 20 on the
ice surface at any one time. Our Olympic coaches and staff coaches will teach private lessons at these times.
Our figure skating club witl use this facility for education in moves and test sessions for judges. Lake Forest
Parks and Recreation and after school learn to skate programs will be scheduled during the afternoon sessions
on different days. All customers/members are enrolled in one or more of our programs.
Programs for Lake Forest Parks and Recreation will be able to offer learn to skate classes in figure and hockey
for Lake Forest residents, without participation with other cities and communities. Learn to skate class size is
determined by age group with class participation up to 10 to 15 per division.
Hockey training is an afternoon activity; players will be able to be in full gear shooting pucks trying stick
handling techniques on their separate sessions and work on individual skills and drills with a coach in a private
lesson. Typical attendance is 15-20 per ice slot.
Individual hockey teams will practice in full gear executing drills and skills. Typical session is 1 hr. J-Serra High
School and Santa Margarita High School Hockey program will use Lake Forest Ice Training Center as a practice
and training facility. Their gan:ies are played at the Anaheim Ducks facility. Standard team size is 16.

Proposed Lake Forest Ice Training Center
Lake Forest Ice Training Center unfortunately will not offer public skating sessions, host tournaments or
competitions with outside entrants; public skating attendance can reach up to 300 skaters creating a parking
demand situation. All customer /members would be enrolled in our programs to use the facility.
The Aliso Viejo Ice Palace was opened in 1994; this rink serves south Orange County with public skating
sessions, freestyle skating, birthday parties, skating lessons and a hockey program for both youths and adults.
Aliso has over 1200 pairs of skates to rent for its public skating sessions, A full service snack bar is open daily
providing food and drinks for skaters and visitors, bleachers for parents to observe games. Our on-site pro
shop offers a full line of equipment and apparel for both figure skaters and hockey players.
The 4 other Ice Rinks in Orange County offer similar programs typical to Aliso Viejo, competitive club travel
hockey programs are within their respected organizations. Anaheim Ducks have two facilities named the "The
Rinks" one in Westminster the other in Anaheim which supports their hockey club called the "Jr, Ducks", Yorba
Linda has "Orange County Hockey Club"; KHS in Anaheim has 2 clubs within its facility, "Beach City Lighting,
and Wildcats". These rinks hold weekly hockey competition between member clubs belonging to 'SCAHA"
Southern California Amateur Hockey Association. These ice rinks are similar in design with support facilities
to accommodate occupancies of 400 or more.
Aliso Viejo parks and recreation program is combined with communities of Mission Viejo, Laguna Hills and
Laguna Niguel during public sessions. Both figure skaters and hockey players train with coaches together in the
afternoons alongside the public skaters, this causes the athlete to be less efficient in training. Hockey teams
share practice ice slots in evening. Inherent problem is that skating programs compete for the same time slots
which occur from 3pm to 9pm daily, therefore a delicate balance between programs must be obtained by
limiting full sheet training sessions.
Aliso Viejo is trying to accommodate the South County community with multiple programs on the ice at one
time, a more extensive management staff and employees are required creating higher parking demand. Aliso
Viejo large operational organization requires a support staff to run a daily operation which consist of minimum
of 14 full or part time employees, 3 in accounting 2 sales clerks for the pro shop, 2 for the concessions, group
sales representative, skating school director and assistant, hockey director, 3-5 skating coaches, operation
manager along with 6-8 employees for the public skating session, more per peak public skating demand. Public
skating attendance can reach up to 300 skaters creating a parking demand situation. Parking issues occur from
time to time at peak due to these programs. The highest demand for public skaters is on weekends and
holidays. It is for the reasons mentioned above that the proposed Lake Forest Ice Training Center will not
offer public skating and can therefore control the parking demand based on its type of session programs.

its members for both figure skaters and hockey players. Classes like jump and spin, axle and stroking for the
figure skaters. Hockey players will be able to be in full gear shooting pucks, trying stick handling techniques on
their separate sessions. Multiple training sessions lowers attendance. Programs for Lake Forest parks and
recreation will run it's learn to skate programs to Lake Forest residents without participation of other city
program. Learn to skate training programs and lessons can be offer without being part of the public skating
session.
With the difference's of support facilities and offered programs at Lake Forest Ice Training Center
"concessions, pro shop, public skating sessions" coupled with the economics of two facilities, most
management will be done at Aliso, the Lake Forest Ice Training Center staff can consist of 3-6 at any one time.
With the type of programs and attendance allowed on the session, these combined efforts will lower the total
occupancies for this facility thus lowering parking demand.
Unlike the Aliso Viejo Ice Palace, the Lake Forest Ice Training Center will not have 1200 pairs of skates to rent
for its public skating sessions, a full service snack providing food and drinks for skaters and visitors, bleachers
for parents to observe games. A pro shop offering full line of equipment and apparel for both figure skaters
and hockey players.
With local shopping and restaurants within a 5 minute driving distance, parents will be able to drop off and
pick-up the athlete and students of learn to skate programs and other activities.
In conclusion, we are requesting a CUP to be granted for the Ice Training Center within the City of Lake Forest.
With activities for our local athlete's in education, training, our learn to skate programs for all family members
through the Parks and Recreation programs, will reflect the City of Lake Forest's mission statement, "Help
ensure that It will always be an ideal place for business to prosper and people to live, work and play".
