HomeMy WebLinkAboutCUP 136; McDonald's Restaurant; Conditional Use Permit (CUP) (5)c- MEMORANDUM - APRIL 27, 1977 TO : PLANNING COMMISSION FROM: PLANNING DEPARTMENT SUBJECT: STAFF REVIEW OF ALTERNATIVE SITE PLAN FOR CUP-136. BACKGROUND On April 13, 1977, the Planning Commission held a public hearing to consider a request for a Conditional Use Permit and Specific Plan Amendment to allow the development of a fast-food restaurant in the Carlsbad Plaza Shopping Center. Towards the end of said hearing, the applicant displayed an alternative site plan and requested a continuance so staff could comment on the alternative plan. A continuance to April 27, 1977, was approved. Staff is now returning its comments and recommendation on the alternative site plan. Comments: ----- The alternative site plan (Exhibit D, dated 4/14/77) differs physically from the proposed site plan (Exhibit C, dated 3/23/77) as follows: Exhibit C Exhibit D 36 spaces 21 spaces 1. Turning radius into along main entrance. 8 feet 5 feet easement towards opens into 24' gas station. aisle to the east. main exit: 12.5 feet 11 feet Staff suggests that virtually all of the problems identified in the original staff report are just as apparent with the alternative site plan. The only possible improvement in the alternative plan is the elinination of the direct exit onto the 30' easmt kn the service station to the north. the easement still exists. Also, the possible flow of traffic coming out of the new one-way drive and trying to turn into the easement to exit the shopping center simply moves the point of original conflict slightly further to the east. Staff does feel that the possibility of patrons parking along Other problems that were identified in the original staff report have actually been intensified in the alternative plan. Stff felt the original 36 on-site parking spaces was insufficient. The alternative .1 . plans shows only 21 on-site spaces. Also, the landscape strip along the main entrance to the shopping center has been reduced from 8 feet wide to 5 feet wide. This in turn reduces the effective turning radius of a vehicle exiting the restaurant driveway into the main exit for the shopping center from 12.5 feet to 11 feet. The minimum turning radius that should be allowed is 20 feet. In the applicants-presentation, it was stated that most patrons to the restaurant will be from shoppers to the shopping center. Since most shoppers will be going to the plaza across El Camino Real, at least one traffic movement accross El Camino Real will be necessary. This will require longer stop time for vehicles on El Camino Real that adds to the congestion and difficulty of moving through this part of El Camino Real. RECOMMENDATION Staff's original recommendation of denial of this request is still valid for the alternative proposal.
