Preliminary review of your project was conducted on November 20, 1992. Listed below
are the issues raised by staff. Please note that the purpose of a preliminary review is to
provide you with direction and comments on the overall concept of your project. The
preliminary review does not represent an indepth analysis of your project. Additional
issues of concern may be raised after your application is submitted and processed for a
more specific and detailed review.
The proposed site plan is better in design than the original CUP site plan. The location of
the buildings and parking lots looks like they will serve the site better than the previous
site plan. Without elevations, it is difficult to review much other than the site plan alone.
The footprints of the Sanctuary and Social Hall suggest that the building will have good
architectural relief.
The only real issue that came up was the access point from El Fuerte. Although it is an
improvement over the original plan, there is a problem with the grade of the driveway.
We will require a relatively flat, averaging 2% maximum, grade for a 20 foot length behind
the sidewalk. The portion in the public right-of-way should rise from the sidewalk to the
property line. An alternative would be to eliminate this driveway, which would also help
traffic circulation on El Fuerte.
There are a few other minor comments that are noted below:
1. Use standard flared driveway approaches on all driveways with less than 500 ADT.
The site plan shows alley type driveways with curb returns that are not approved.
2. The original plan showed a parking structure related with the Rectory. Is one
needed or going to be provided for the proposed Rectory?

3. The existing Sanctuary has a different footprint that what is shown on proposed site
plan.
4. Label compact parking spaces on future plans, if any are provided.
5. How will the site of the Social Hall be developed if the structure is not built?
Specify as lawn or recreation area.
The proposal will require an amendment to the original CUP 139. This will require the
approval of the Planning Commission. It may be possible to condition the project in phases
just as the original CUP and allow subsequent building to be built if they conform to the
site plan, but there may be a time frame for completion.
