Dear Bill: Staff has discussed your recent request regarding the addition of a carillon chime speaker system to the church, along with the attached information regarding the times of the proposed chimes/hymns as described by Fr. Coleman. Because the carillon was not included in the original CUP project, no environmental review for noise issues was conducted. In addition, the surrounding property owners had no chance to comment upon or object to the potential noise issue at the public hearing. Therefore, staff has determined that the chimes and hymn schedule proposed by Fr. Coleman could not be approved without an amendment to the CUP. Staff believes the sounding of chimes (only) at services only (mass, weddings, funerals, celebrations) could be allowed without formally amending the CUP. However, regular chimes at other times (morning, noon, evening, or night) would not be allowed, and no hymns would be allowed. Should you wish to sound chimes at services only as suggested above, special care would need to be exercised regarding the noise volume to restrict the range to the 300 feet discussed in your letter. Finally, please note that, should we receive complaints about the chimes, the CUP could be reopened for consideration again because the chimes were not approved as a part of the CUP. The sound range would be a 300 foot radius or less. The chimes would be operated by a time clock and by manual override at special events. See the attached letter from Father Coleman outlining the times and chimes anticipated. Also, see the attached plans showing the entry tower and range of sound. What permits or review process is required by the City for this? Please let me know at your earliest conveniewe. Construction of the Church is anticipated to start in mid- August. I don't think that. would be offensive to anyone in the neigh- bor hood. 1 would also consider playing a hymn five minutes before the 5:30 Saturday evening Mass, the 9t30 and 11:OO Sunday morning Maeses. I would probably refrain from ringing bells before the early Sunday Maas. The only other time bells are traditionally rung is at 9800 at night. This is called "The De Profundis'' and is, actually, the death knell to remind us that, as we prepare to end our day, that we should also be prepared for the end of earthly life which will happen one day. P.S. The Angelus is only rung Monday through Saturday and the De Profundis is not necessary if the city finds objection to the hour. As far a8 I know, that covers the use of chimes -- outside of special events like weddings, funerals, or other bigs celebrations. If there are any questions, Fr.
