The applicant shall comply with all the rules, regulations and design requirements of the respective sewer and water agencies regarding services to the project. 36. The applicant shall be responsible for coordination with S.D.G.&E., Pacific Bell Telephone, and Cable Tv authorities. 45A. Prior to building permit issuance the applicant shall pay all current fees and deposits required. 57. Prior to hauling dirt or construction materials to or from any proposed construction site within this project, the applicant shall submit to and receive approval from the City Engineer for the proposed haul route. The applicant shall comply with all conditions and requirements the City Engineer may impose with regards to the hauling operation. 58. The developer shall exercise special care during the construction phase of this project to prevent offsite siltation. Planting and erosion control shall be provided in accordance with the Carlsbad Municipal Code and the City Engineer. Reference Chapter 1 1.06. 71. The applicant shall comply with the Ci’s requirements of the National Pollutant Discharge Elimination System (NPDES) permit. The applicant shall provide best management practices to reduce surface pollutants to an acceptable level prior to discharge to sensitive areas. Plans for such improvements shall be approved by the City Engineer prior to issuance of grading or building permit, whichever occurs first. A. Surface run-off from the proposed parking lot shall be directed through a vegetated swale as shown on the site plan. General security for employees and patrons. review r eco m mend at ion 3 Keying- Upon occupancy by the owner or proprietor, building locks shall be re-keyed. L i g h t i n g - Aisles, passageways, and recesses related to and within the building complex shall be illuminated with an intensity of at least twenty-five one hundredths (.25) footcandles at the ground level during the hours of darkness. as to go on when it starts to get dark and do off when it starts to get light. Incandescent lamps are not recommended for this application. Lighting devises shall be installed with timers so Open parking lots shall be provided with a maintained minimum of one (1) footcandle of light on the parking surface during the hours of darkness. High or Low sodium lamps are recommended for this application. Lighting devices shall be protected by weather and vandalism covers. The main entry area shall be given additional lighting during hours of darkness. Landscaping- The exterior landscaping should be kept at a minimal height and fullness giving police, security services and the general public surveillance capabilities of the area. There shall be viability of parking areas, entrances and walkways for surveillance purposes. Landscaping in front of windows shall not exceed the bottom of the window in height. Entrance ways and walk ways shall be kept clear of clutter. Landscaping shall be designed in coordination with lighting so as one does not deter from the other. Addressing- Numbers shall be located where they are clearly visible from the street on which they are addressed. They shall be of a color contrasting to the background to which they are affixed. Method of attachment shall not include two-sided tape or any method not resistant to weather conditions. Numbers shall be no less than six (6) inches in height, if located less that one hundred (100) from the center line of the addressed street or twelve (12) inches in height if placed further than one hundred (100) feet from the center line of the addressed street. It is recommended that numbers be illuminated in the hours of darkness. Doors- Wood doors shall be of solid core construction with a minimum thickness of one and three fourths inches. Hollow steel doors shall have a minimum sixteen US. gauge and have sufficient reinforcement to maintain the designed thickness of the door when any locking device is installed. Glass doors shall have fully tempered glass or rated burglary resistant glazing. All swinging exterior wood and steel doors shall be equipped with a dead bolt. All double doors shall be equipped with an astragal constructed of steel a minimum of .125 inch thick which will cover the opening between the doors. The astragal shall be attached to the outside by means of welding or with non-removable bolts spaced apart on not more than ten inch centers. ... The inactive leaf shall be equipped with metal flush bolts having a minimum embedment of five-eighths inch into the head and threshold of the door frame. Latch covers shall be installed to cover latches on all exterior doors. They shall be a minimum of .125 inch and be attached to the outside by means of welding or with no-removable bolts. The jamb on all aluminum frame swinging doors shall be so constructed or protected to withstand 1600 pounds of pressure in both a vertical distance of three inches and horizontal distance of one inch each side of the strike, so as to prevent violation of the strike. Panic hardware shall be installed whenever it is required by the Uniform Building Code. Windows-Windows shall be installed with security hardware to prevent external removal or the forcing open of the window. There shall be no common crawl space where entry can be made from one building to another. All roof openings shall be secured. Alarms-Due to the amount of small glass panels, it is recommended that a burglar alarm system be installed. The application and plans submitted for this project are complete and suitable for continued review. A preliminary review of the pmject was conducted to determine Engineering issues. Engineering issues which need to be resolved or adequately addressed prior to conditioning of the project are as follows: Trafic and Circulation I. The proposed parldng lot on the Site Plan conflicts with the parking lot layout on the Landscape Concept Plan. Please address this issue and revise one of the plans. (Staff recommends utilizing the Site Plan version.) 2. Please add a five foot "kick-out" to the westerly end of the proposed parking lot to facilitate for vehicular backing maneuvers (Site Plan version of parldng lot). 3. Please show existing driveways on the other side of Santa Isabel. 4. Show existinghlocated and proposed parldng lot light standards. 5. Please show existing steps and walkways around the perimeter of the site. Show a proposed concrete sidewalk from the existing steps at El Fuerte Street to the church, unless, these steps are proposed to be abandoned. (Staff recommends leaving steps and constructing the sidewalk) 6. Show new location of trash enclosure. 7. Please add the two tree wells in the existing raised median on Alga Road.
