ELIZABETH SETON CHURCH Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department has reviewed your Conditional Use Permit Amendment, application no. CUP 139(A), as to its completeness for processing. The items requested from you earlier to make your Conditional Use Permit Amendment, application no. CUP 139(A) complete have been received and reviewed by the Planning Department. It has been determined that the application is now complete for processing. Although the initial processing of your application may have already begun, the technical acceptance date is acknowledged by the date of this communication. Please note that although the application is now considered complete, there may be issues that could be discovered during project review and/or environmental review. Any issues should be resolved prior to scheduling the project for public hearing. In addition, the City may request, in the course of processing the application, that you clarify, amplify, correct, or otherwise, supplement the basic information required for the application. The site plan and the landscape plan contain conaadictory information in several areas (a-d below). The information on the two plans must be consistent. (See Engineering Traffic issues Item 1 below.) a. b. C. d. The location of the southeastern (new) driveway is shown as 200' from El Fuerte on the site plan and 283' from El Fuerte on the landscape plan. The driveway width shown is 30' on the site plan and 25' on the landscape plan. The angle of approach of the driveway differs on the two plans. Both the total number of parking spaces and the location of the spaces differ on the two plans (196 on the site plan and 195) on the landscape plan). 2. The information regarding the square footage of the existing and proposed building areas (on the site plan) is contradictory. In the "Summary Table", the total of existing and proposed building area is shown as 22,682 s.f. In the "Building Areas" information on the top of the same sheet, the building areas (not totalled on the sheet) add up to 45,582 s.f. 3. As indicated previously, the title report is out of date. It should be no more than six months old. 4. What is the intended use of the area labeled "Future Service Patio"? 5. The proposed building height appears to exceed the maximum allowable height. The architectural projection ("tower") is 53' high. The maximum allowed is 45'. 6. The plans are inconsistent regarding roof equipment. The elevations (Sheet 4) indicate a possible roof mechanical area, but the note (Sheet 3) says there will be no roof mechanical. Please clanfy. ENGINEERING: Traffic and Circulation: 1. The proposed parking lot on the Site Plan conflicts with the parking lot layout on the Landscape Concept Plan. Please address this issue and revise one of the plans. (Staff recommends utilizing the Site Plan version.) 2. Please add a five-foot "kick-out" to the westerly end of the proposed parking lot to facilitate fore vehicular backing maneuvers (Site Plan version of parking lot). 3. Please show existing driveways on the other side of Santa Isabel. 4. Show existinghelocated and proposed parking lot light standards. Show a proposed concrete sidewalk from the existing steps at El Fuerte Street to the church, unless these steps are proposed to be abandoned. (Staff recommends leaving steps and constructing the sidewalk.) Show new location of trash enclosure. Please add the two tree wells in the existing raised median on Alga Road. Please label the existing curb and gutter and a/c median paving. Be aware that this project may be required to fully improve and landscape this existing raised median. Show roadway width dimensions for Santa Isabel and El Fuerte Street. Please explain what the "Future Service Patio" will be used for. Will it need truck access thereby affect the existing parking? Will the new monument sign located at the southwest comer of Alga RoaUEl Fuerte Street be able to be installed on the existing slope without causing any decrease in sight distance for motorists on El Fuerte Street? 11. Please show proposed parking lot and new courtyard drainage patterns with a 1% minimum fall. 12. Please show the drainage patterns arounuadjacent to the proposed structures. (Reference City Standard GS-15.) 13. Urban Pollutant mitigation will be required for this project. Please propose and show a storm runoff pollutant mitigation system. This system can consist of, but not be limited to, an onsite vegetated grass swale to direct the surface runoff through. 14. Please show all existing manhole and storm drain inlets. Land Title: 15. Please show and indicate future disposition of preliminary title report Item No. 5 (SDG&E easement). 16. Please show and indicate any additional easements and/or encumbrances that be indicated in the current preliminary title report, as yet to be submitted.
