The building had been used by the City of Carlsbad and is currently vacant. Mira Costa College proposes to use the space for an adjunct facility for educational and administrative uses. The current General Plan land use designation is Planned Industrial, and it is zoned P-M Planned Industrial. Educational uses are allowed within this zone subject to approval of a CUP. The project site is on Las Palmas Drive, off of Camino Vida Roble, between Palomar Airport Road and El Camino Real. It is surrounded primarily by industrial and commercial uses, with some churches in the area using industrial buildings. Multi-family residential uses are located further south ofthe area but not accessed through the industrial area. The TCI is a training facility for advanced manufacturing programs that will serve the industry needs of Carlsbad and North San Diego County. The TCI will expand Mira Costa's Machining Technology certificate program and add an Engineering Technician certificate. Other work skill programs will also function from this space, with additional programs added as space and feasibility permit. The staff for this program includes one program manager, a secretary, and a work skills navigator, plus instructors. The classes will hold 8 to 24 students at one time, running two to four programs simultaneously. TCI will likely have no more than 60 people in the building at one time including staff and students, with some of the students being transported by instructors from an off-site location. The Mira Costa College Community Services and Business will maintain their administrative offices in this building, while classes run by this department are held at another location. Staff includes the director ofthe department, one full-time assistant, and three part-time clerks. The Mira Costa College Small Business Development Center (SBDC) will also be housed here. The SBDC runs small classes on occasion, and often meets with individuals. Staff includes a clerk, two full-time employees, and several part-time trainers. The SBDC is expected to have no more than 12 people at one time, including staff and visitors. Hazardous Materials Educational services will include machining and engineering certificate programs. Classes for these programs use machine oils and dissolved metals as part ofthe classes or as byproducts ofthe work done. The amount of machine oil used is about 2 gallons per year, and dissolved metals are held in a garbage can sized container that is picked up three times per year by a metals recycling firm. No other hazardous or flammable materials are used. Activity for all the classes will take place inside the building, with doors and windows closed. There will be an alarm on the building to protect equipment, along with occasional security personnel to monitor safety of the occupants as needed. PARKING There are 69 existing spaces, including 4 accessible spaces, in the main lot for this building. Based on the estimated number of staff and students, the number of parking spaces exceeds the requirements of the zoning ordinance as detailed in the table below. Parking requirements for colleges are 1 space per employee and 1 space per every three students. There will be about 32 staff members and visitors among all the programs, and approximately 40 students to start and a growth potential of up to 60 students. There is also an overflow lot on an adjacent site with access from the main lot ofthe project site. This lot isn't expected to be used except during special events, such as the Open House. Forthe purposes of calculation parking, we have assumed the maximum staffing levels and maximum student registration. Based on SANDAG's Guide of Vehicular Traffic Generation Rates, this use would bring 30 weekday trips per 1,000 square feet of building space, for a total of 673 trips. A 2-year junior college, such as Mira Costa, generates 24 weekday trips per 1,000 square feet of building space for a maximum total of 538. As the traffic generated would not increase by over 500 trips per day for the site, and should decrease based on SANDAG rate estimates, a Circulation Impact Analysis has not been prepared at this time. LANDSCAPING Landscaping will remain as is, with no changes or additions other than standard maintenance. Date: Signature: For: The Lightfoot Planning Group P-1(D) Page 4 of 4 Revised 07/10 Environmental Setting Mira Costa College Technology Career Institute Conditional Use Permit APN: 213-061-19/213-016-27 April 16, 2014 The property at 2075 Las Palmas Drive, Carlsbad, CA 92011 is in an already developed business park area south of Palomar Airport Road. This area and the project site have been graded and built on, with associated parking. The site has a landscaped manufactured slope fronting Las Palmas Drive, with additional landscaping around the property line and in the parking area. The parking area may require restriping, but is not expected to be resurfaced. The rear (south) portion ofthe lot, approximately acre, is an uphill slope, mostly covered by a recorded SDG&E easement. There is a dirt maintenance road in this portion along the electric poles, but it does not have any public access. No improvements to the existing exterior areas, beyond restriping the parking lot, are expected to be made. The site is within an area zoned P-M Planned Industrial, and surrounded on the north, east, and west by other light industrial uses. To the immediate south, adjacent to the site, is an open space zone with no apparent public access other than for SDG&E maintenance. South of the open space and southeast of, but not adjacent to, the site, are areas zoned RD-M Residential Density-Multiple. These areas, at an elevation well above the project site, are already developed with multi-family residential buildings, the nearest of which is about 550 feet away from the project building. The existing building is 22,410 square feet and is a city-owned building that was used for city administration and development services, with access by the general public. This CUP asks to allow an educational and administrative use for the property. The building will require some internal tenant improvements, such as wall demolition and construction, but kitchen and restroom facilities will not be expanded. Educational services include machining and engineering certificate programs. Classes for these programs have machine oils and dissolved metals as part ofthe classes or as byproducts ofthe work done. The amount of machine oil used is about 2 gallons per year, and dissolved metals are held in a garbage can sized container that is picked up three times per year by a metals recycling firm. No other hazardous or flammable materials are used. All activities associated with the revised uses will take place inside the building with doors closed. Based on SANDAG's "Brief Guide of Vehicular Traffic Generation Rates forthe San Diego Region", the prior use as a Government (Civic Center) use generates 30 weekday trips per 1,000 square feet of building space. This amounts to 673 trips per weekday. The proposed use would generate a 24 weekday trips per 1,000 square feet, which amounts to 538 trips per day. As the number of trips is expected to decrease based on these estimates, a full traffic study has not been prepared at this time.
