Description/Explanation: *PLEASE SEE ATTACHED PROJECT DESCRIPTION P-1(B) Pagelofi Revised 07/10 St. Katherine Orthodox Mission Application for Conditional Use Permit Project Description October 2014 This application is for a Conditional Use Permit for a proposed church to be located at 2720 Loker Avenue West, Suites C and D (APN 209-081-28). The project site is located on the northwest side of Loker Avenue West, between El Fuerte and Palomar Airport Road. The property is zoned P-M (Planned Industrial), and has a land use designation of PI (Planned Industrial). St. Katherine Orthodox Mission plans to relocate from their existing facility in Encinitas, to this location. The new facility will serve as the church's main chapel and social gathering space, and will provide office space for Father Andrew Cuneo and other and volunteers. The subject site is located in the Carlsbad Crossroads, and is currently developed with office/light industrial buildings that are surrounded by internal circulation drive aisles and parking spaces. The applicant is proposing tenant improvements to convert two suites totaling 4,965 square feet, into a church and associated use areas. When completed, the building will be divided into the following areas: Use Approximate Size Chapel/Assembly Area 656 square feet Clergy Platform 144 square feet Social Gathering Area 1,419 square feet Private Offices 1,364 square feet Restroom 352 square feet Storage 577 square feet TOTAL 4,512 square feet The reaming square footage (453 square feet) is dedicated to interior partitions and exterior walls. Church Operations St. Katherine Orthodox Mission is an Orthodox Christian church that has been operating at their current location (681 Encinitas Blvd., Suite 305) in Encinitas since 2011. With the proposed relocation, the church would continue to operate as they do today. St. Katherine Orthodox Mission 1 October 2014 0 • • • Three services are presently held each week at the church's current location in Encinitas. These services take place Wednesday and Saturday evenings, as well as on Sunday mornings. With the exception of Wednesday evenings, each service is approximately 2 hours in length, with time reserved after the service for socialization. The chapel area will be 656 square feet in size, and will accommodate a maximum of 100 parishioners. As is custom in the Orthodox Church, members stand for the entire Divine Liturgy, even the sermon. Seats will be placed along the side walls, but are only intended for the elderly, pregnant women, the infirm, visitors, and others who need them. Children also stand, or sit at the feet of their parents, during worship services. The Social Gathering Area shown next to the area for the church services will be used for socializing after church services on evenings and weekends. Following each service, members of the congregation will move from the Chapel area to the Social Gathering area to eat and socialize. This area will not be in use during worship services. A small portion of the suite will be used for office purposes during the week days. St. Katherine Orthodox Mission will be open Tuesday - Sunday at the following times: Hours of Operation Monday Closed Tuesday 9:00 a.m. to 4:00 p.m. (Office hours) Wednesday 9:00 a.m. to 4:00 p.m. (Office hours) 6:30-7:30 pm (Evening service - 10-15 people anticipated) Thursday 9:00 a.m. to 4:00 p.m. (Office hours) Friday 9:00 a.m. to 4:00 p.m. (Office hours) Saturday 3:00-5:00 p.m. (Congregation classes -10-15 people anticipated) 5:00-8:00 pm (Evening service - 30-50 people anticipated) Sunday 9:30 a.m.-12:30 p.m. (Worship services and Congregation classes - 75-100 attendees including children) The operating hours for the proposed use will not conflict with the operating hours for the additional businesses located on the subject site, as all of the other businesses are open during typical business hours (8:00 a.m.-5:00 p.m., Monday - Friday) Circulation and Parking Parking requirements for the church shall conform to the standards set forth in Chapter 21.44 of the Carlsbad Municipal Code. On-site parking for the entire facility will be accommodated in an existing parking lot located on site. These services will occur on Wednesday and Saturday evenings, as well as Sunday mornings. The demand for parking spaces by existing uses on the site is very low during these times, as most of the other uses in Carlsbad Crossroads are open during normal business hours (8:00 a.m.-5:00 p.m., Monday through Friday). As is the case with many churches, the parking demand is significantly lower for the proposed use during typical weekday business hours, as typically only the office/administration space within the church space will be utilized. This would require a maximum demand during weekday business hours of 6 spaces based on the parking requirements set forth in the Carlsbad Municipal Code. The ability to share parking spaces across the entire subject site is acceptable to the property owner, and St. Katherine Orthodox Mission has received permission to use additional onsite parking spaces during evenings and weekends. This is a clause that has been written into the lease agreement with the property owner. As described above, St. Katherine Orthodox Mission will be a quiet, low traffic use that will fit in well with the existing uses at Carlsbad Crossroads and will not create an impact to parking due to the additional parking spaces provided at the site. This letter has been prepared to address your comment letter dated November 21, 2014. Items Needed to Complete the Application Plarming: 1. Please submit a tenant list for the Carlsbad Crossroads that indicates the amount of area dedicated for different use areas such as office, warehouse, manufacturing, or other uses for each individual business/suite and the number of parking spaces required to serve these uses. Vacant tenant spaces are assumed to be allocated one parking space per 352 square feet of gross floor area. This information is needed in order to determine the parking demand and parking availability for existing businesses in the Carlsbad Crossroads. We have obtained internal parking space allocation numbers from the site's property owner, and provided this information on Sheet A-1.2 of the revised Site Plan. This analysis includes information on the current tenants, type of business, square footage of each suite, number of parking spaces required under Section 21.44 of the Carlsbad Municipal Code, and the number of parking spaces that have been allocated to each suite in each lease agreement. Two copies of this analysis have been included as part of this resubmittal package. In addition, the analysis has been added to Sheet Al.la of the development plans. You will see that there is a parking space deficit when comparing the number of parking spaces required under the Carlsbad Municipal Code against the total number of parking spaces available on site. However, there is actually a surplus in the number parking spaces when comparing the number of spaces assigned to each suite against the total number of parking spaces available on site. The property owner has informed us that there is no parking problem on site, and HowesWeiler AAssociates LAND USE PLANNING AND CONSULTATION that an excess of parking spaces can be found throughout the complex during typical weekday business hours. St. Katherine's Orthodox Church will not negatively impact the parking facilities at Carlsbad Crossroads, as they will have little demand during typical business hours (Monday through Friday, 8 a.m. - 5 p.m.). The parking demand for the proposed use will be highest during worship services. These services will occur on Wednesday and Saturday evenings, as well as Sunday mornings. All of the other businesses in Carlsbad Crossroads are closed during these times. Like other businesses located in Carlsbad Crossroads, St. Katherine's Orthodox Church will share parking spaces with other tenants. The Carlsbad Municipal Code does allow for the joint use of off-street parking facilities. Per Carlsbad Municipal Code Section 21.44.080, up to one hundred percent of the parking facilities required for a church may be supplied by parking facilities of a use considered to be primarily a daytime use. Although a certain number of parking spaces have been assigned to each tenant in Carlsbad Crossroads, parking spaces in the complex are open to all tenants and visitors. Language is included in each lease that addresses the use of parking spaces and shared parking throughout the complex. Issues of Concem Planning: 1. Please submit a floor plan that clearly delineates the different use areas within the church and indicate the size of the areas in square feet. The floor plan shown on Sheet Al.la has been revised to include shading that delineates the different use areas within the church. The square footages for each of these use areas have not changed. 2. The approved land use permit (PIP 86-lA) for this property indicates that the total building area for buildings A, B, C and D is 70,759 square feet.
