Project Description and Location
This project is for construction and lease to private enterprise of three community recycling csnters in areas not already served. solid w1st2 transfer station, Sycanore landfill and Otay landfill on 0.25 acre lot at each location. Carlsbad, Srn Diego and Chula Vista’ (see attachments for details).
These are to be located at the Palomar
They will be built on County oMned land with the cormunities of

Finding
The Environnental Review Board has examined the attached Initial Study and has deternined that the proposed project will not have a significant effect on the environment, and an Envi rorimental Impzct Report need not be prepared pursuant to the San Diego County Procedures for Environmental Impact Review, revised

The proposzd sites are located in areas which are in a nostly disturbed condition at this time. All are in close proximity to facilities currently in use, as fol$y;: Sycznore - at north end of Ma,st Blvd. at entrance to the Sycamore land fill. is now covered by introduced grasses and forbs.
Otay \/alley Road. weeds. Real. These sites are loczted strategically to utilize existing roads and to avoid producing congestion. The facilities themselves are designed for efficiency in operztion and time economy.
Otay - east of 1-805 arid north of This location is a htghly disturbed wash area which contains tumble- Palomar - northeast of the intersection of Palomar Airport Road and El Camino This location is a graded area which contains no vegetation.

for drag-on boxes, an office type structure and securicy lighting. Vehicular
traffic xoald be on a drive-thri basis with a minimum of delay. It would
be anticipated that the operator would elect to utilize tote boses for
internakizte storage and later transfer to thc larger drag-ons. In the case

more co??art storage and lower shipmentrate.
