SUBJECT: Unfulfilled Conditions on the Palomar Transfer Station
Conditional Use Pennit/Recycle-Buy-Back Center
In response to your questions regarding status or compliance on the
part of the County with conditions in Carlsbad's CUP on PTS, the
following information is provided:
Condition re easement
In compliance with the condition, real property began work on
5/6/79. The City of Carlsbad has expressed an interest in
purchasing/leasing property over which this easement lies.
Because cf the action on the part of Carlsbad, work on the easement
has been suspended pending the outcome of the City's actions.
Regarding road improvements:
To date, we have constructed those improvements, such as the
traffic signal, €or which a final location can be determined.
Other improvements such as the road widening, cannot be completed
until there is a resolution of the above-mentioned easement _I
condition.
The property on which PTS is located is on the Airport Division inventory.
which the Solid Waste Division pays annual lease payments.
By agreement between divisions, this condition will be the
responsibility of the Airport Division.
Airport Director states that other leasees of the affected property
may have some responsibility toward this work.
Airports are funded through an Enterprise Fund, to

Additionally, the work is not required until the Carlsbad City
Council determines that it is necessary.
