P-1(B) Pagelofi Revised 07/10 The Fields Church began in July 2003, meeting on the beach in Carlsbad on Sunday evenings. As we grew we started renting Aviara Oaks Elementary School to meet in on Sundays. Ongoing growth made it necessary for us to move next door to the gym at Aviara Oaks Middle School and eventually we added another service time to accommodate our growth. Our desire from the beginning has been to be a blessing to our community, a presence that would be missed if we were to disappear. We have enjoyed a great relationship with the Aviara Oaks and we have been able to bless the school by doing service workdays each year to clean and improve their facility. We also serve the community by hosting the Easter Sunrise Service at The Carlsbad Flower Fields and Christmas Under the Stars at Magee Park. From the very beginning we have always been looking for a more permanent location for The Fields. Over the years we have done multiple facility searches and finally have landed on leasing the building located at 2265 Camino Vida Roble. The owner is very pleased to have us as tenants and we will provide added value to the property with our proposed improvements. The property is centrally located within Carlsbad and it provides easy access for the community and the people who attend The Fields. Camino Vida Roble is a wide street and connects with two major arteries, El Camino and Palomar Airport Rd. The locations provides good is visibility from the road. As our preliminary review with the city of Carlsbad indicates, the site has plenty of parking [192] spaces and our lease with the landlord has guaranteed "During non business hours on weekdays (8:00am-5:00pm) and on weekends. Lessee shall be allowed to use all available parking in the Project on a "first come first serve" basis". During weekdays, we have a comparatively small footprint since it is primarily just our staff that will be in and out of the building. On the weekends when our primary gatherings are held, our parking studies (submitted to the city during our preliminary review) indicate that there is plenty of parking per code for the size of occupation we are proposing including an auditorium designed to seat 500. This property will also allow us to continue our growth for many years to come. The building will serve as a good base of operations as we continue to seek to be a blessing to our community. One way the property we are leasing is already being used to bless our community is that we have given permission and keys to the Carlsbad Police Department for them to conduct SWAT and K9 training operations until we occupy the building. Accessible luminaries should have vandal resistant light fixtures and be not less than three feet in height from ground level when used to illuminate walkways and a minimum of eight feet in height from ground level when illuminating surfaces associated with vehicles. Light fixtures should be deemed accessible if mounted within fifteen feet vertically or six feet horizontally from any accessible surface or any adjoining roof, balcony, landing, treads, platform or simiiar structure. Landscaping The basic landscaping theme should consist of low ground cover with a maximum height of 2 feet and canopy trees with a minimum lower canopy of 6 feet. Overhead light poles should not be placed in an area planted with shade trees or other canopy producing species. Only basic ground cover, including but not limited to hedges and shrubs, should be used. Use security landscaping in areas to deter loitering or entrance where pedestrians are not wanted. Addressing Numerals should be located where they are clearly visible from the street on which they are addressed. They should be of a color contrasting to the background to which they are affixed. Numerals should be no less than six inches in height, if located less than 100 feet from the centeriine of the addressed street or 12 inches in height if placed further than 100 feet from the centeriine ofthe addressed street. The numerals should be illuminated during the hours of darkness. Doors • Use hollow steel doors with a minimum sixteen (16) U.S. gauge and that have sufficient reinforcement to maintain the designed thickness of the door when any locking device is installed. • Only use glass doors with fully tempered glass or rated burglary resistant glazing. Protect all exterior doors with security hardware. • Equip ail doors with a latch cover constructed of steel. Ensure the latch cover is a minimum of .125 inch thick. Attach the latch cover to the outside by welding or with non-removable bolts spaced apart on not more than ten-inch centers. • Construct the jamb of ali aluminum frame-swinging doors to withstand 1600 pounds of pressure in both a vertical distance ofthree inches and horizontal distance of one inch each side ofthe strike, to prevent violation ofthe strike. • A single or double door should be equipped with a double cylinder deadbolt with a bolt projection exceeding one inch or a hook-shaped or expanding deadbolt that engages the strike sufficiently to prevent spreading. The deadbolt lock shall have a minimum of five-pin tumblers and a cylinder guard. Rolling Overhead Doors • Aluminum doors should be a minimum thickness of 0.0215 inches and riveted together a minimum of 18 inches on center along the outside seams. There should be a full width horizontal beam attached to the main door structure. • Fiberglass doors should have panels a minimum density of six ounces per square foot from the bottom of the door to a height of seven feet. • Doors using a cylinder lock should have a five-pin tumbler with a bolt extending one inch. • Doors exceeding 16 feet should have two lock receiving points or if under 19 feet one center receiving point. Windows • Equip movable windows with security hardware and burglar resistant glazing. • Cover other vulnerable non-movable windows with burglar resistant glazing. • Glaze should be constructed of either two part laminated glazing with a 0.60 inch inner layer or burglary resistant glazing Alarm Systems • When considering an alarm system, the police department recommends a "verified system" in an effort to eliminate false alarm activations and increase breach detection. A verified system is verified through audio or visual components. • Consider electronic managed assess as a security feature. • Consider security cameras. This information is needed iii order to determine the parking demand and parking availability for existing businesses in the center. ISSUES OF CONCERN Planning: 2. There appears to be a parking conflict on Sundays between 5 Tool Athletics and the proposed church. 5 Tool Athletics is open between the hours of 9:00 AM and 2:00 PM on Sundays and requires 53 parking spaces. The Fields Church proposes to have services and classes on Sundays between the hours of 8:00 AM and 1:00 PM and requires 133 parking spaces. The total parking requirement between the two businesses that are open on Sunday is 186 spaces. There were 175 parking spaces identified by staff during a recent site visit. The size ofthe assembly space will have to be reduced to 122,000 square feet or less in order for the proposed church use to meet the parking requirement for Sunday services. 3. Please remove parking spaces 131-134 from the site plan. The spaces are located along a red curb and create a drive aisle that has a width of 15 feet. The minimum width for drive aisles where no vehicles pull into or back-out into a drive aisle from a parking space is 20 feet. 4. Loading zones for disabled parking spaces cannot be counted as parking spaces. Please deduct the disabled loading zone spaces from the parking calculation. 5. The site plan indicates that there are 29 parking spaces along the row of parking located at the western-most portion of the property. A recent site visit by staff found that there are 23 parking spaces located in that row of parking. Please verify and correct the site plan.
