First, these two relatively large parcels are zoned R-1. The northerly parcel is vacant and there is an existing single-family home on the front portion of the southerly lot. It is my understanding that the Girls Club wishes to use the existing home as a temporary facility for the Girls Club pending completion of the permanent facilities which will be built on the vacant portions of the property. I have reviewed the zoning ordinance to determine the proper method to process this request. The R-1 zone does not permit by right, clubs such as the Girls Club. some industrial zones. (The Boys Club is in an M Zone). However, the CUP section of the zone code does permit community type facilities in any zone including residential by CUP. Although private clubs are not specifically listed as a use permitted by Conditional Use Permit, the City believes that the use is similar to those that are listed such as public and private schools, churches, and public buildings.
