SUBJECT: Proposed new facility for Carlsbad Girls Club
Dear Ms. Evans:
Your original application for a conditional use permit
included a new facility as well as occupying an existing
structure. The application was later modified to delete
the construction of a new facility. This is because of the sewer moritorium which limits city approvals to those
projects that do not require new sewer connections.
However, there is a mechanism which allows the city to
approve projects requiring sewer connections if the project can meet certain criteria. There are a limited number of sewer connections available through the community facilities allocation. These connections are provided for by City
. Council Res. 5303. Each application for a connection will
be handled on an as-needed basis subject to a case-bv-case
evaluation by the City Council.
If you wish to apply for sewer connection under the llcommunity
facilities" provision, I suggest you do the following:
1. Write a letter to the City Council, attention City
Manager. Ask for sewer allocation as a "community
facility". Include a statement explaining why the
project qualifies as a "community facility".
2. Provide a project description. This could be in the
letter discussed above or in an attachment to the
letter. This description should explain what you
propose to do in the way of development, proposed
uses and activities and an estimate of when building

permits would be applied for and when construction
would begin.
3. Attach schematic improvement plans. These plans do not need to be finished construction drawings but must be complete enough to determine room capacities and the type and number of plumbing fixtures needed for your project.
