I have not been successful in finding a suitable example of how the BMP mitigation plan may
be done for the project. I will offer the applicant some suggestions that would accomplish the
NPDES and BMP requirements for this small car storage project along the lines that follow:
Drainage from the back portion of the site that now directly flows into an existing concrete lined
channel should have the low flow drainage fraction intercepted and conducted to an existing
landscaped area along the easterly property line. From that point the drainage may be allowed
to flow slowly into the existing concrete channel. The larger flows may overtop the interception
facility and continue the existing pattern. This work would follow along the lines of the
following:
0 Construct a small asphalt berm at the mouth of the existing spillway to create a low flow
drainage catchment area.
0 Excavate a small area of the asphalt drainage apron for pipe and a pickup grate.
0 Excavate a small trench from the grate to the landscape area for discharge.
0 Use a small diameter plastic pipe to connect from the grate to the discharge area.
0 Make some minor modifications to ground and/or landscape to spread the discharge and
provide for slow flow of drainage across the area and to the concrete channel.
Write a letter to the City saying you agree to institute "best management practices for the
elimination of surface pollutants from storm water" by the following means:
+ The low flow drainage catchment and disposal system will be inspected and maintained
to be clean and operational regularly and periodically. It may be appropriate and helpful
to state an interval for inspections and cleanings, such as monthly.
+ A sign or signs will be posted at such locations as to be visible to all people working on
the site stating to the following effect:
"It is prohibited to dispose of antifreeze, petroleum based oils, grease or any other
materials classified as hazardous to the environment in the storm drain systems or sewer
systems. All large spills of these materials shall be immediately contained, picked up and
disposed of in an approved manner. The spilled material so picked up and adsorbent
materials contaminated by the spilled materials shall be considered toxic.
+ Adsorbent materials for use in containment and pick of spilled materials will be stored
on site in an easily accessed location.
+ All present and future employees will be kept informed of these regulations.
The letter will be kept by the City in the appropriate project file and will be considered a
binding agreement upon the project.
