Hamilton 3848 7th Ave., Rm. 126 San Diego, CA 92102 SUBJECT: CUP 154(C) - PACIFIC BELL EXPANSION Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department has reviewed your Conditional Use Permit, application no. CUP 154(C), as to its completeness for processing. The items requested from you earlier to make your Conditional Use Permit , application no. CUP 154(C) complete have been received and reviewed by the Planning Department. It has been determined that the application is now complete for processing. Although the initial processing of your application may have already begun, the technical acceptance date is acknowledged by the date of this communication. Please note that although the application is now considered complete, there may be issues that could be discovered during project review and/or environmental review. Any issues should be resolved prior to scheduling the project for public hearing. In addition, the City may request, in the course of processing the application, that you clarify, amplify, correct, or otherwise, supplement the basic information required for the application. Please add to the summary table the required (1,399.92) and provided employee eating area. The required eating area is based on the new building total area of 23,332 square feet. At least 60% of the eating area requirement must be located outdoors, with the remaining 40% of the required area allowed to be located indoors. Please show the square footage of the eating areas on the siteMoor plans. 2. Please identify if the project proposes to cut the manufactured slope on the east side of the project. Grading of this slope may require the processing of a Hillside Development Permit. Please identify the extent of the cut and indicate retaining wall heights. The plans simply indicate a 6' high wall. Wall heights appear to vary, this should be indicated on the plans. 3. The site plan contains too much superfluous information. Please delete all existing improvements that are to be removed from the site plan. The site plan should only reflect the ultimate improvements on the site. If the trailers on the north end of the project are to be removed, please indicate how the area is proposed to be used. Also, please indicate the existing wall heights around the trailers. 4. The proposed loading area and parking area on the south portion of the site does not comply with City turning radius standards or driveway width standards. Please be advised that if the intervening slope is pushed back to the south, adjacent to the existing slope, disturbance of the existing slope may require the processing of a hillside development permit. 5. Building elevations should include the existing building as well as the proposed addition. Building design must include contrasting color treatments and a variety of building materials. Please identify on the legend of the building elevations, the proposed color treatments for all painted surfaces and the proposed materials used for building articulation. 6. Please submit a materials board for the proposed project. 7. Please identify whether an! roof top equipm nt is proposed. If none is proposed at this time, please assess whether there may be a need for roof top equipment in the future. Any proposed parapet height should be designed to adequately screen any proposed or future roof top equipment (generally 3' minimum). ENGINEERING: 1. 2. The plans should include additional contour lines for the slope at the rear of the lot, all the way up to the top of the slope of the adjacent property. Also, please note the pad elevation of the existing building behind this project. There is inadequate aisle width and vehicle maneuvering space on both the lower and upper paved areas, as the minimum width required for a parking aisle is 24 feet, and adequate space is to be provided for a vehicle to turnaround at a dead-end aisle. We suggest the project include additional grading to push the slope further to the rear to create one large parking area and elimination of the dead-end aisles. 3. The drainage of the lot should be modified so that the concrete swale does not traverse through the outdoor eating area. 4. Please identify what is proposed at the end of the new retaining wall at the east end of the project.
