Mr. Wayne:
In our capacity as the environmental consultant to Pacific Bell, IT Corporation has conducted
research and offers a recommendation regarding the need for environmental testing at the
above-referenced construction site. We understand the City’s requirement for a
“Contamination Report” is currently holding up the issuance of the subject CUP, and thus
delaying the start of construction.
Research
The undersigned has conducted the following tasks in support of the recommendation
presented below:
Met with Mr. Roger Trinko pacific BeIl) at the site on August 12, 1996 to visually inspect
the proposed construction area and to discuss the potential for environmental
contamination as a result of past site operations. According to Mr. Trinko, Pacific Bell has
not stored chemicals or transformers in the proposed area of construction. The southern,
“upper lot” was previously used to store impounded motor vehicles which may have leaked

and excessive surface staining was not evident.
0 Reviewed Sheet C-2 of the Grading Plans for the subject area, dated June 28, 1996, to
identifjl soil removal areas. Undercut depths range up to 11 feet deep beneath the
proposed “Power Room” and soil removal will extend to the toe of the existing slope on
the south end of the “upper lot”.
Contacted the General Contractor, Mr. Dick Marcus of OCI Construction, to learn that the
export soil will be hauled to San Marcos Landfill by Willert Construction Co.
Met with Mr. Bob Wojcik, Principal Civil Engineer for the City of Carlsbad, to establish
the specific area of environmental concern (the existing upper lot) and to discuss the
applicability of environmental sampling at this time. After our discussion regarding the low
potential for environmental contamination, and upon Mr. Wojcik’s conferring with Ms.

Terri Woods, it was determined that this letter of recommendation would assist the City in
evaluating the need for sampling at this time.
Recommendation
Because of the low potential for environmental contamination in the proposed area of
construction, we recommend that the City’s requirement for environmental sampling and a
Contamination Report be waived at this time. In lieu of pre-construction sampling, we propose
to visually reinspect the “upper lot” area when the asphalt has been removed. If oil-stained soil
and/or chemical odors are evident, soil samples should be collected and analyzed by a
California-certified environmental laboratory. The extent and disposition of any contaminated
soils can be re-evaluated at that time.
