That letter recommendation was submitted to fulfill the requirement for a “Contamination Report,” which was included in the Conditional Use Permit 154(c). Because of recent site observations and previous site use, IT concluded the potential for environmental contamination in the proposed area of construction was low. It was recommended that after removal of the asphalt, the underlying soil be visually inspected for oil-staining and/or chemical odors. On October 16, 1996, just after the asphalt was removed from the upper lot, the site soils were inspected; no indication of environmental contamination was observed and no soil samples were collected. As of October 23, the soil exporting process is complete. According to Mr. Paul Marcus of OCI Inc., the soil was exported to the San Marcos landfill by F.J. Willert Contracting Co. and Earthbusters, Inc. If you have any questions or comments regarding this submittal, please contact me at (619) 642-4046, at your convenience.
