The subject site is located within the City’s Planned Industrial Zoning District with the existing
use originally approved by Conditional Use Permit CUP 154. The building is a long standing
Switching Equipment Station which houses sophisticated communication equipment to support
the needs of the surrounding community.
The proposed expansion is requested to store communication equipment only, which does not
require the hiring of additional employees or users on the site. As a result, the present staff of
20-30 employees have been provided with adequate off street parking.
Access to the facility is limited via a security gate and heavy chain link fence. In the event that
an onsite visit demands additional parking, we have allowed for 14 additional spaces.
However, Pacific Bell does not anticipate higher intensity usage as site visits must be pre-
approved and in keeping with the intended use of the Switching Station.
It is important to note that due to the nature of the communication equipment within the Pacific
Bell structure, a high level of security must be maintained on the property. This standard of
security is maintained by ensuring that facility expansion is carefully calculated to meet the
community’s projected communication needs. Off-street parking areas are designed to provide
adequate spaces for present and anticipated employees, but not in excess of need. By careful
provision of spaces and security gates, we hope to reduce the attraction of vandalism and
loitering on the subject site.
