DEVELOPMENT SERVICES DIVISION Proiect Report LOCATION: 2175 Camino Vida Roble BRIEF DESCRIPTION: A 16,132 square foot attached building addition for storage of equipment to the Pacific Bell Equipment Building. TRAFFIC AND CIRCULATION: Projected Average Daily Traffic (ADT): 2 ADT/1000 S.F. X 16,132 = 32 ADT A Traffic study was not required because of the insignificant amount of traffic projected. Comment: All frontage and project related roadways are able to accommodate the proposed development. 1 SEWER: Sewer District: Carlsbad Municipal Water District Sewer EDU’s Required: 3.2 EDU’s 16,132 sq.ft. of building area x 1 EDU/5,000 sq.ft. = 3.2 EDU’s Comment: A sewer lateral already services the site. WATER: Water District: Carlsbad Municipal Water District GPD Required: Undetermined at this time. Projected flows for fire demand to be determined by the Fire Department. Comment: No major water issues are associated with this proposed project. However, since the water line and fire hydrant location will be altered, the project will be conditioned to require the processing of new water improvement plans. A note will need to be added to the existing water improvement plans (DWG 348-9 per CUP 154C) referencing the new water plans which will receive DWG # 390-3 to be consistent with the already assigned DWG 390-3A plan for grading . SOILS & GRADING: Quantities: Cut: 1,000 cy Fill: 0 cy Export: 1,000 cy Permit required: Yes Off-site approval required: No Hillside grading requirements met: N/A Preliminary geo-technical investigation performed by: LawlCrandell, dated 5/10/00. Comment: There are no major grading issues associated with this project. DRAINAGE AND EROSION CONTROL: Drainage basin: C Preliminary hydrology study performed by: Partners Planning and Engineering, October 20, 2000. Erosion Potential: Low Comment: There are no major drainage issues associated with this project. According to the report, the runoff coefficients will not increase between existing and post development runoff due to the preexisting use of the lot. LAND TITLE: Conflicts with existing easement: None 2 Easements dedication required: Two easement dedications are required. A 20-foot wide water easement must be recorded over the water line servicing the public fire hydrant and a five- foot dedication for public right-of-way will also be required. According to City records and the property title report, no easement was recorded for the original water line. This error can now be corrected with a condition requiring recordation of an easement prior to approval of the improvement plans. Site boundary coincides with land title: Yes. Comment: No major land title issues are associated with this project. IMPROVEMENTS: Off-site improvements: Sidewalk must be installed along the project street frontage. See water comments for water line improvement requirements. Standard variance required: No. Comment: No major improvement issues are associated with this proposed project. ENGINEERING CONDITIONS NOTE: Unless specifically stated in the condition, all of the following conditions, upon the approval of this proposed tentative map, must be met prior to approval of a building or grading permit whichever occurs first. General 1. Prior to hauling dirt or construction materials to or from any proposed construction site within this project, Developer shall apply for and obtain approval from, the City Engineer for the proposed haul route. 2. Prior to issuance of any building permit, Developer shall comply with the requirements of the City’s anti-graffiti program for wall treatments if and when such a program is formally established by the City. 3. Prior to the issuance of grading permit or building permit, whichever occurs first, the applicant shall submit for City approval a “Storm Water Pollution Prevention Plan (SWPPP)”. The SWPPP shall be in compliance with current requirements and provisions established by the San Diego Region of the California Regional Water Quality Control Board. The SWPPP shall address measures to reduce to the maximum extent possible storm water pollutant runoff at both construction and post-construction phases of the project. At a minimum, the Plan shall: a) Identify existing and post-development on-site pollutants. b) Recommend source control Best Management Practices (BMPs) to filter said pollutants. c) Establish specific procedures for handling spills and routine clean up. d) Special considerations and effort shall be applied to employee education on the proper procedures for handling clean up and disposal of pollutants. e) Ensure long-term maintenance of all post construct BMPs in perpetuity. 3 f) Identify how post-development runoff rates and velocities from the site will not exceed the pre-development runoff rates and velocities. If maintaining post-development rates at pre- development levels cannot be achieved, adequate justification subject to the City Engineer’s approval must be provided. FeedAweemen ts 4. Developer shall cause property owner to execute and submit to the City Engineer for recordation the City’s standard form Drainage Hold Harmless Agreement regarding drainage across the adjacent property. Grading 5. Prior to the issuance of a grading permit or building permit, whichever occurs first, Developer shall submit to the City Engineer proof that a Notice of Intention for the start of work has been submitted to the State Water Resources Control Board. 6. Based upon a review of the proposed grading and the grading quantities shown on the site plan, a grading permit for this project is required. Developer shall apply for and obtain a grading permit from the City Engineer prior to issuance of a building permit for the project. Dedications/llrrmrovements 7. Developer shall cause Owner to make an irrevocable offer of dedication to the City and/or other appropriate entities for all public streets (5 foot dedication of property frontage for public right-of-way) and other easements (water easement for onsite fire hydrant and water main) shown on the site plan. The offer shall be made by separate recorded documents. All land so offered shall be offered free and clear of all liens and encumbrances and without cost. Streets that are already public are not required to be rededicated. 8. The developer shall process improvement plans through the City for the relocation of the on-site water line and fire hydrant and installation of sidewalk. The plans must be processed and approved by the City Engineer prior to the issuance of a building permit. The sidewalk must also be installed prior to the issuance of a building permit unless cash in an amount satisfactory to the City Engineer is submitted to the City as collateral to secure the sidewalk installation. Code Reminder The project is subject to all applicable provisions of local ordinances, including but not limited to the following: 9. Developer shall exercise special care during the construction phase of this project to prevent offsite siltation. Planting and erosion control shall be provided in accordance with Carlsbad Municipal Code Chapter 15.16 (the Grading Ordinance) to the satisfaction of the City Engineer. Water/Sewer/Recvcled water 10. The Developer shall design and construct public facilities within public right-of-way or within minimum 20-foot wide easements granted to the District or the City of Carlsbad. At the discretion of the Deputy City Engineer - Utilities, wider easements may be required for adequate maintenance, access and/or joint utility purposes. This project is approved upon the express condition that building permits will not be issued for the development of the subject property, unless the Deputy City Engineer - Utilities has determined 1 1. 4 that adequate water and sewer facilities are available at the time of occupancy. The sewer cleanout located within the driveway shall be protected by a concrete box and traffic lid per Dwg. No. 7 of the “Carlsbad Municipal Water District Standard Drawings for Sewer”. 12. 5
