HomeMy WebLinkAboutCUP 157; Shell Oil Service Station; Conditional Use Permit (CUP) (3)INITIAL STUDY SUMMARY DATE : September 15, 1978 TO : James Hagaman, Planning Director FROM: Dave Abrams, Assistant Planner= SUBJECT: CUP-157, SHELL OIL CO; ENVIRONMENTAL REVIEW, LOG NO. 505 DISCUSSION The proposed project is a Conditional Use Permit to operate and expand an existing automobile service station at the southwest intersection of Elm Avenue and Pi0 Pic0 Drive. The expansion consists of an additional service bay to be added to the rear of the present structure, at the southern portion of the property. The project site is adjacent to a freeway off-ramp, is identified for Travel Services Commercial in the General Plan, and is zoned for Neighborhood Commercial (C-1) use. It fronts on two major streets, and is located at an intersection developed with other commercial and government buildings. The subject property is improved with a modern service station and is almost entirely paved except for incidental landscaping. The proposed expansion should not generate appreciable environ- mental impacts. Whatever negative effects done to the land have already been accomplished, and would be unaltered by denial of the project. RECOMMENDATION It is recommended a Declaration of Negative (Non-significant) Environmental Effect be made regarding this project. JUSTIFICATION 1) The project site is located in an already urbanized area, 2) The proposed use is consistent with existing General Plan and has previously been developed. and Zoning designations, and compatible with surrounding land uses. 3) The proposed expansion is a minor addition to the existing structure and will not generate negative impacts.
