Hagaman, Planning Director FROM: Brian Milich, Assistant Planner SUBJECT : EIA NO. 563; CUP 166 TO ALLOW GREENHOUSES. V& DISCUSSION The proposed project involves application for a conditional use permit allowing the construction of connected greenhouses, totaling approximately 62,510 sq. ft. The subject property consists of two lots (1.78 ac.) located on the south side of Tamarack Avenue, between Margaret Way and Polly Lane. The property has been used for agricultural purposes, and is other- wise devoid of development and any significant vegetation. The property is bordered on the south, east and north (across Tamarack) by residential development. The property to the west and southwest if vacant except for agricultural crops. The proposed greenhouses will cover approximately 81% of the subject site. In addition, only minor grading (approximately 10 to 20 cu. yds.) will be necessary in order to prepare the site for development. The applicant has indicated that although pesticides will be used within the greenhouses, they will have no effect on the outside environment. RECOMMENDATION It is recommended that a declaration of negative environmental impact be made with regard to the proposed project. JUSTIFICATION 1) The subject property has been committed to agricultural uses, and is currently devoid of any significant flora, fauna, or any unique environmental resources. 2) The conditional use permit process will ensure that ade- quate steps are taken to prevent any undesirable impacts on the contiguous area. 3) Only minor land form alteration is necessary to prepare the site for development. A 4) Although the site is designated for low-medium density residential development, the General Plan states that agriculture may be included in any residential zone pro- vided it follows all zoning regulations.
