DISCUSSION The project involves an application for a Conditional Use Permit to allow a nursery in the R-A-10,000 zone. is existing, permitted by a previous Conditional Use Permit (CUP-28) approved in 1967. However, CUP-28 expired in 1977 and thus the applicant is applying for a new Conditional Use Permit to allow the continuance of this use. The subject property is located on the east side of Avenida Encinas, north of Palomar Airport Road. level and entirely devoted to the nursery use. element of the general plan designates the site for extensive regional retail. similar to the subject nursery which occupy large tracts of land.
