DISCUSSION
The proposed project involves the installation of an "Earth Station" satellite reception system, which will be utilized in conjunction with an existing cable system. The project site is located on private property approximately 1/3 of a
mile east of El Camino Real, north of Alga Road and the SDG&E easement.
Much of the area contiguous to the site is undeveloped, with
only a single-family dwelling and several storage buildings existing in the immediate area. There is an existing
partially paved private roadway which extends to the site,
The project site itself, is located near the bottom and on the eastern side of a relatively small hill. This site is
partially visible from the western most lots in the northern La Costa area.
Actual development of the site involves the construction of
an 8'x8'x10' shed-like structure, which will house a variety
of electronic equipment. In addition, a receiving disc with a diameter of approximately 12' will be installed
adjacent to this shed structure. The applicant has indicated that no significant grading or landform alteration would be
necessary for the proposed project.
RE C OMFEN D AT I ON
It is recommended that a Declaration of Negative Environmental
Impact be issued with regard to the project based on the followinq justification:
1) The project involves relatively minor construction and no significznt grading or landform alteration.
2) No significant or unique environmental resources would be adversely affected by the project.
3) The fact that the subject site is served by an existing roadway reducss th2 potential for impacts to previously
undisturbed zreas.
