FT. BUSINESS OFFICE CENTER AT THE SOUTHEAST CORNER OF EL CAMINO REAL AND HOSP WAY. (CUP-l75/SDP 77-2(B)) Discussion The proposed project involvgs the development of a bank/office complex on a 2.4 acre site'located at the corner of El Camino Real and Hosp Way. The project is the completion of the Carlsbad Plaza South Shopping Center. A total of three separate buildings will be constructed. Two buildings will consist of two-story office structures, ranging in area from 8900 to 11,900 square feet. In addition, a 5400 sq.ft. drive-thru bank is proposed in the northwest quadrant of the site. The property has been graded to an approximate 3% slope. The site is devoid of any significant flora or fauna. Approximately 50 cubic yards of additional grading is also proposed. An environmental impact report was prepared for the Carlsbad Plaza South commercial center, of which the subject property is a part. While this EIR did indicate that certain environmental impacts (i.e.¶ noise and traffic) may result from the project, the report noted that these impacts could be reduced to acceptable levels. Since the site has been previously disturbed and is devoid of any significant environmental resources, in addition to the fact that the immediate area has been committed to similar development, no significant environmental impacts are anticipated from the project. Recommendation It is recommended that a declaration of negative enviromental impact be issued for the project based on the following justification: Justification 1) The subject property has been previously disturbed, with 2) The property is devoid of any significant environmental a relatively minor amount of additional grading proposed. resources, and the project would not create any potentially deleterious impacts to any surrounding environmental features. 3) The area immediately surrounding the site has been committed to similar urban development. Development of a bank/office building complex on an existing graded site located-just south of an existing commercial-retail project known as Carlsbad Plaza South. ! -. \ 2. Describe the activity area, including distinguishing natural and manmade characteristics; also provide precise Slope analysis when appropriate. Site is graded at approximately a 3% slope with some of the underground utilities (storm drain,& water line) already in place. Site is generally barren; that is, free of any’ and all natural vegetation. . 3. Describe energy conservation measures incorporated into the design and/or operation of the project. The buildings , are being designed in conformance to the requirements established in “Title 24” which include minimal window openings, electrical lighting, HVAC while increasing amounts of insulation. 6 FORM _. 44, Page 1 of 4 PLANNING .
