CALIFORNIA 92008 March 24, 1980 \ SUBJECT: :Status of New Applications TELEPHONE: ~ 414) 438-5621 Let me first apolog'ize for the delay in response to your recent application submittal. As you may be aware, the Planning Department has received an inordinate amount of new applications as a result of the recent second phase se;&r alioc3tion. In fact. twenty-eight of these were received in jus2 a five day period. The amount of applications has created a heavy burden on our stafE to initially review each one for completeness, let alone to begin the normal review process . Our staff had to choose between two methods of processing these applications. First, we could review as many appli- cations as possible within a short period of time, thus, ensilring that each application is processed in a timely manner. The drawback of this method is a reduction in the quality of our staff's review and the physical inability of: ths Planning Commission and City Council to hear the items at any one meeting. The second method is to process a set number of applications for each Planning Commission and, if necessary, City Council agenda, This method ensures high quality review, however, necessitates a slower processing time of nany applications which would be "put off" until their turn came up. L We chose the second alternative because we feel a quality review of each project is in the best interest of both the city, and the new applicants desiring to develop in Carlsbad, To implement this nethod, we devised a priority system for scheduling of Planning Commission agendas based upon the. date an application is considered complete and secondly, on the general nature of the project. The attached letter indicates that your application is either complete or that certain items are needed before it can be considered complete. Also, a tentative Departmental Coordinating Committee (DCC) meeting date and Planning Conmission date are indicated to allow you to establish a time framework. It is to your advantage to provide any missing items to the city by the date indicated to ensure your place on a Planning Commission agenda.
