The traffic engineering consultant, Herman Kimmel and Associates, essentially concluded that the proposed expansion of the aquaculture research faci 1 i ty at the Encina Power Plant constituted no significant impact on the traffic conditions on Carlsbad Boulevard. We recognize that this study only considered the expansion outlined in our CUP Application submitted on January 5, 1981. It may be necessary in the future to conduct a more detailed study if we submit a CUP for the construction of a hatchery building at this location. I trust that you have received this information in sufficient time to complete the Environmental Review and that our CUP Application is still scheduled to be reviewed by the Planning Commission on March 11, 1981.
