RE: CUP 194 - Aquaculture Project
Dear Bill :
Thank you for your letter of April 14 requesting a determination
that the proposed abalone culture project adjacent to Agua Hedionda Lagoon is in conformance with the provisions of CUP 194,
194(A) and 194(B).
We have reviewed the proposal and compared it to the previous project and find that although the use is very similar, the physical development of the site is sufficiently different to
require a new CUP.
We enclose a review and comparison which was prepared by staff for your information. If you wish to apply for a CUP for this project, I suggest that you arrange a meeting with myself or Gary Wayne to discuss ways of mitigating the visual impact of the buildings and towers.

AQUACULTURE PROJECT - CUP-194
reviewed the request from Hofman Planning for a determination that a proposed aquaculture project is in conformity with CUP-194 previously granted for a similar use at the same site adjacent to the SDG&E Plant.

Bnalvsis
1. The proposed use as abalone hatchery, is similar to that approved with CUP-194.
2. Proposed use is not specific as to building sizes, but shows the towers at 20' high, and buildings at 8' and 10' high.'
3. Parking is not delineated on plan, nor number of employees shown.
4. Previous tanks and raceways as approved were 5' high. Proposal is for raceway enclosures and controlled environment buildings at 8' and 10' high.
5. Approved project has no towers.
6. Both projects include a laboratory building adjacent to the existing marine lab.
Recommendation
Although the proposed use, aquaculture, is similar to the approved CUP which has expired, the size and configuration of buildings is more obtrusive.
This site is adjacent to 101, on a very narrow strip of land, which means that all buildings will be installed with the long side adjacent to the road.
The existing grade change between road and site is shown as 6' on proposed plan. In fact, a sand dune gives some screening, but not enough to make 8' or 10' high buildings unobtrusive. .
The three proposed 20' towers will be very visible from the road and beach.
The proposed use will be much more visible than the previous proposal approved with CUP-194. These differences are too great
to allow for a determination of conformity to approved CUP, and
may require different conditions.
This proposed use requires a new or amended CUP.
