Hagaman P1 anning Director City of Carl sbad 1200 Elm Avenue Carlsbad, CA 92008 Me I 6 I cuc4 Dear Mr. Hagaman: On March 11, 1981 the Planning Commission unanimously supported Reso- lution No. 1778 approving CUP-194 and adopting the Negative Declaration you issued on February 2, 1981. This action provided the discretionary approval of the proposed expansion of the aquaculture facility located adjacent to the SDG&E Encina Power Plant. This permit was granted conditionally upon your approval of our landscape and irrigation plan (General Condition No.5) and the approval of the location and height of the perimeter fence. (Gen- eral Condition No.8) The purpose of this letter is to provide you with drawings and the descriptions of our plan for the required 1 andscaping and perimeter fence. The Resolution identifies the need for.landscaping by use of shrubs to vis- ually screen the culture tanks from Carlsbad Boulevard. The present land- scaping in the area outside the security fence around the power plant con- sists of oleanders, junipers, and myroporum. I spoke with Mr. Douglas Dun- canson, Park Superintendent, on March 9, 1981, and he suggested we use 5 gal. oleanders on 15' centers and three groups of five Mexican Fan Palms, Washingtonia robusta. Also, he recommended the use of a few California Pepper trees, Schinus molle, on 40' intervals. the proposed landscaping and irrigation plan as recommended by Mr. Duncanson. I have enclosed a drawing showing The California Aquaculture Development Act passed by the State Legis- lature in 1979 amended Section 30411 of the Coastal Act and declared aqua- culture as a coastal-dependent industry that should have priority in coastal development and should be encouraged to provide additional supplies of val- uable fish and shellfish. In addition several other sections of the Coastal Act give preference to agriculture and aquaculture. This is the height and same material used around the remainder of the power plant site, and is only slightly higher than the existing barbed wire fence at the project site, and will be an effective height of only about 4' above the roadway. The project site is 2'-3' lower than ground level at the existing laboratory and therefore the top of the fence will be at least 2' lower than the present fence. As shown on the elevation drawing, this design will be sufficient to screen the tanks fron Carlsbad Boulevard, but will not be of a height to block views of the lagoon from the street; as required in General Condition No. 8 of the Resolution. We trust that this provides you with an adequate description of the landscaping and perimeter fence proposed for the aquaculture facility ex- pansion. We can provide more information if desirable.
