HOFMAN COMPANY Planning Project Management Environmental October 9, 1985 Michael Holzmiller, Land Use Planning Manager City of Carlsbad 1200 Elm Avenue Carlsbad, CA 92008 Subject: Proposed Amendment to the Zoning Ordinance relating to the sale of Aquaculture products. Dear Michael: This letter is written to formally request an amendment to the Zoning Ordinance to allow the display and sale of Aquaculture products in any zone except residential zones when such products are grown on the site. Such sale of aquacultural products would be subject to approval of a Conditional Use Permit by the city. Attached for your review are the proposed amendments to the specific sections of the Zoning Ordinance that would be effected. I am proposing this amendment with the specific purpose of providing for a review mechanism to allow the sale and display of aquaculture products for the Seafarms West Company. This Company presently has a Conditional Use Permit for Aquacultural uses in the Agua Hedionda Lagoon adjacent to the S.D.G. & E. power plant. This amendment is also proposed, however, to allow this use to any aquacultural operation where the city can find that such a use is appropriate and where all findings of a Conditional Use Permit can be made. If this Zone Code Amendment is approved, it is the intent of the Seafarms West Company to apply for an amendment to its Conditional Use Permit to allow the sale of aquacultural products to the public. At our meeting held on August 30, 1985, you indicated that the staff did not object to such a change in the Zoning Ordinance. You did indicate, however, that such a use should be governed by a Conditional Use Permit. The attached proposal reflects this requirement. Also, it is understood that Seafarms West must come back to amend its Conditional Use Permit and address all concerns related to the proposed use prior to being granted any approvals. 2521% So.
