Hagaman P1 anni ng Director City of Carlsbad 1200 Elm Avenue Carlsbad, CA 92008 Dear Mr. Hagaman: The purpose of this letter is to file a revised Conditional Use Permit application for the proposed expansion of the Aquaculture Research Laboratory located adjacent to the Encina Power Plant of the San Diego Gas & Electric Company. We have worked at length with Ms. Joyce Crosthwaite of your staff. I understand that she is no longer with your department. However, Mr. Bill Hofman is equally familiar with this project. Their detailed analysis of this project is contained in the Staff Report for CUP-194, that was unanimously approved by the Planning Commission in Resolution No. 1778, as per your letter of notification on April 30, 1981. Subsequent to the discretionary approval by the City of Carlsbad the San Diego Coast Regional Commission also voted unanimously to approve this project, as stated in a letter for Tom Crandall , May 12, 1981 , i ndi cating the project was in "Compl i ance Wi th Speci a1 Condi ti ons .
