Dear Mr. Hagaman:
The purpose of this letter is to file a revised Conditional Use Permit application for the proposed expansion of the Aquaculture Research Laboratory located adjacent to the Encina Power Plant of the San Diego Gas & Electric Company. We have worked at length with Ms. Joyce Crosthwaite of your staff. I understand that she is no longer with your department. However, Mr. Bill Hofman is equally familiar
with this project. Their detailed analysis of this project is contained in the Staff Report for CUP-194, that was unanimously approved by the Planning Commission in Resolution No. 1778, as per your letter of notification on April 30, 1981.
Subsequent to the discretionary approval by the City of Carlsbad the San Diego Coast Regional Commission also voted unanimously to approve this project, as stated in a letter for Tom Crandall , May 12, 1981 , i ndi cating the project was in "Compl i ance Wi th Speci a1 Condi ti ons . I' For more detailed information you may inquire with the Regional Coastal Commission Control No. F9763. The perimeter fencing and circular culture tank system were approved by these resolutions. Development Permit and final approval by your office was contingent upon approval of a detailed landscape and irrigation plan showing the number and variety of native drought tolerant plant species to be used.
Later, in my letter of July 20, 1981, we wrote to inquire about an amendment to the CUP to include a hatchery facility and research laboratory. Your response on August 19, 1981 requested that we submit more detailed engineering drawings required by the staff to make a determination as to whether this addition to the project could be done by amendment procedure or would require a new CUP application. engineering information was sent on September 11 , 1981.
