Description/Explanation: The proposed project involves the re-striping of an existing parking lot area to accommodate the storage of vehicles. The installation of a drive-in/back-out car wash on the east side of the existing building. An existing wall adjacent to the proposed car wash will be extended to 14 feet in height to screen the car wash from view and to help dissipate the noise. Additionally, a new 14 foot' high wall will be constructed parallel to the car wash on the east side to accommodate the utilities needed for the car wash as well as to provide screening and help dissipate noise. A shade structure will be constructed over the proposed car wash area which will also provide additional screening. Substantial change in existing noise or vibration levels in the vicinity. The proposed project consists of the conversion of an existing building into a new auto repair shop with services center, detailing bay and hand car wash. The City of Carlsbad Noise Element to the General Plan provides noise standards for non-transportation noise sources such as vehicle repair and detailing equipment. Thus a noise study was prepared and is being submitted. The noise study concludes that with the currently anticipated on-site equipment and proposed project design, noise levels generated by the project are expected to comply with the noise limits of the City of Carlsbad at surrounding receivers. No mitigation is required. 28. Use of disposal of potentially hazardous materials, such as toxic substances, flammables or explosives. Vehicle repair will be performed on site inside the existing building. This will include the changing of oil and other petroleum-based products and solvents in vehicles. The old oil will be temporarily stored in an enclosure area on the east side of the existing building and periodically disposed of by following the appropriate hazardous materials disposal procedures. 32. The 3.08 acre property is located south and west of the corner of Camino Vida Roble and Las Palmas Drive in Carlsbad and is currently developed with a single-story 5,429 square foot industrial building, plus a paved and unpaved parking field, driveways and is surrounded by landscaped slopes. The existing building has a maximum height of 22 feet. The site is topographically flat, except for the existing landscaped slopes which surround the flat-graded site. 33. Attach photographs of the vicinity. Offsite property to the east is owned by the City of Carlsbad and developed with an industrial office building. North of the subject property, across Camino Vida Roble, is an existing drainage channel which runs adjacent to Camino Vida Roble. There is natural vegetation within the drainage channel as well as ornamental planting directly adjacent to the meandering sidewalk along Camino Vida Roble. North of the drainage channel and up a slope is an existing industrial building development owned by SFI Carlsbad LLC. West of the subject property is an open space lot owned and managed by the Palomar Oaks Business Center Association. A drainage channel runs within this open space property and is naturally vegetated. South of the subject property is an open space lot owned and managed by the Poinsettia Heights Homeowners Association. This open space area is naturally vegetated. The City has 30 calendar days from the date of application submittal to determine whether an application is complete or incomplete. Within 30 days of submittal of this application you will receive a letter stating whether this application is complete or incomplete. This section allows the city to determine a project's consistency with the land use assumptions used in the CAP. Projects found not to be consistent with the CAP's land use assumptions and that are projected to emit at or above the CAP screening threshold of 900 metric tons of CO2 equivalent (MTC02e) GHG will be subject to a project- specific analysis of GHG emissions' impact on the environment in accordance with the requirements of the California Environmental Quality Act (CEQA). This may result in GHG-reducing mitigation measures applied as a condition of project approval in addition to compliance with the CAP ordinance requirements identified in Step 2 of this checklist.
