This checklist contains measures that are required to be implemented on a project-by-project basis to ensure that the specified emissions targets identified in the Climate Action Plan (CAP) are achieved . Implementation of these measures will ensure that new development is consistent with the CAP's assumption for relevant CAP strategies toward achieving the identified greenhouse gas (GHG) reduction targets. In this manner, a project's incremental contribution to a cumulative GHG emissions effect may be determined not to be cumulatively considerable if it complies with the requirements of the CAP, in accordance with CEQA Guidelines Sections 15064(h)(3), 15130(d), and 15183(b). This checklist is intended to assist project applicants in identifying CAP ordinance requirements and demonstrate how their project fulfills those requirements. This checklist is to be completed and included in applications for new development projects that are subject to discretionary review or require a building permit. APPLICATION SUBMITTAL REQUIREMENTS ...111 The completed checklist must be included in the project submittal package or building permit application. Application submittal procedures can be found on the City of Carlsbad website. This checklist is designed to assist the applicant in identifying the minimum CAP-related requirements specific to their project. However, it may be necessary to supplement the completed checklist with supporting materials, calculations or certifications, to demonstrate full compliance with CAP requirements. For example, projects that propose or require a performance approach to comply with energy-related measures will need to attach to this checklist separate calculations and documentation as specified by the ordinances . ...111 If an item in the checklist is deemed to be not applicable to a project, or is less than the minimum required by ordinance, an explanation must be provided to the satisfaction of the Planning Division or building official. ...111 The requirements in the checklist will be included in the project's conditions of approval or issuance of building permit. ...111 Details on CAP ordinance requirements are available on the city's website. P-30 Page 1 of 7 Revised 04/19 City of Carlsbad Climate Action Plan Consistency Checklist STEP 2: CAP ORDINANCE COMPLIANCE REQUIREMENTS Completion of this checklist will document a project's compliance with CAP ordinances, and in turn, demonstrate consistency with the applicable measures and actions of the CAP. The compliance requirements in this Step 2 apply to development projects that require a building permit. All other development projects shall implement all emissions-related mitigation measures from the General Plan Update EIR. PescrlptJon of f acmty: Location Type: Macro base transceiver facility comprised of no more than 12 panel antennas and associated radio cabinets utilizing licensed frequencies in the 700, 850, 1900, 2100 and 2300 MHz bands. The purpose of the facility is to provide both capacity and coverage to the geographic service area. Geographic secvlce Acea: The facility will provide coverage in the residential areas to the west along Pontiac Dr., to the east to College Blvd., south to the Robertson Ranch development and north to the area around Hope Elementary. A radio frequency emission safety report detailing the maximum potential exposure levels will be provided to the City of Carlsbad prior to land use approval. Sincerely, Hector Manmano AT&T Mobility -Sr. Specialist -RAN Engineer MRFSC ~think Possible Site Description & Justification per City Council Policy No. 64 AT&T Calavera Park CAL01039 )ePratti l~ Description of Coverage objective: AT&T seeks to add coverage to the residential area surrounding Cala a Park. Th, are!JS currently lacking in coverage to the north near Hope Elementary, East to College Ave, South to Pontiac Dr. and Tamarack and West to roughly Pontiac Dr. JUL 2 .:i 2019 CITY OF-CARLSBAD A. Site Selection, locations: PLANt\.1 JG GIVIS ON The proposed location at the park wa s selected because it is the only preferred location in the search ring that meets the coverage objective. The field light pole that the antennas will be placed is existing and there is no increase in height proposed. The surrounding area is mainly dense residential with limited options to support a stand alone WCF. Alternative locations were analyzed for this area. • The Water Reservoir to the NE on Bluff Court was evaluated and found to be too far north and the terrain between the reservoir and the park shadowed the signal as the coverage map shows • Calavera Hills RV storage to the SW was evaluated and was too low in elevation to provide any coverage to the surrounding area. Design Guidelines 1. Stealth design; The proposed site design is small ground mounted cabinet placed near the Right of Way along Tamarack Ave. with antennas located on a replacement field light of the same height as the existing. The antennas and tower mounted equipment will be concealed "Stealth" being perforated fiberglass reinforced panels "FRP" 2. Equipment; the ground equipment is located along the right of way Tamarack Ave. It is similar in size to the existing SDG&E transformers or traffic control cabinets 3. Collocation; The site should also be considered collocate as this park currently accommodated three wireless providers with similar installation as proposed with this application. 4. Height; The site design does not extend the height of the ex isting field light 5. Setbacks; The site design complies with setbacks a. The closest residential to the antenna structure is roughly 250' across Tamarack Ave b. The closest residential to the antenna structure is roughly 250' across Tamarack Ave c. Informational 6. Building or Structure mounted WCF's is not applicable to this application 7. Monopole design; the proposed design is a sports field light with antennas behind concealment "stealth" screening 8. Photo Simulated view is provided with this application 2. Site location was selected because it is a preferred location per the Cities Policy No 64. 3. The proposed site in not a new monopole it is replacing an existing field light with a new field like of the same size to support the antennas and ancillary equipment. 4. Consideration for CUP for a WCF a. Site complies with Policy 64 Guidelines b. Height and setbacks are within City codes for WCF c. The closest residential use is 250' away across Tamarack Ave to the west d. The surrounding parcels are open space or residential e. The surround Topography and landscape West: across Tamarack Ave is residential North: open space and beyond that residential with a Carlsbad Municipal Water Reservoir which is identified in the Alt site analysis East: golf course Residential over to College Ave South: is residential, with a RV storage area which is identified in the alt site analysis f. The design takes the sports field setting and utilizes a field light pole for the antenna structure to comply with City's Policy 64 guidelines g. The design matches the surrounding WCF on the other field lights. Verizon, T Mobile and Sprint are all located at this field each on separate field lights AT&T Site description and justification for AT&T Calavera Park CAL01039 3 ~ethink Possible Site Description & Justification per City Council Policy No. 64 AT&T Calavera Park CAL01039 )ePratti l~ h. Although not ideal due to the lower antenna height the field light could accommodate another wireless carrier. 5. Terms of the use permit; AT&T agrees to a conditional use permit term of 10 years and request extensions in 5 year terms after the initial term 6. Collocation; This application for a WCF on a sports field light pole. Currently at Calavera Community park there are 3 existing WTCF.
