Job estimates to be done by an estimator mutually satis- factory to both parties. 2) St. Patrick's contract for the total project and bill ( the city for the pre-agreed amount of subsidy. 3) The City will reimburse St. Patrick's upon completion and final inspection of the necessary improvement. When the final amount of difference has been determined, we will, as a formality, run an agenda bill through the City Council, to complete the whole process. At that time it was explained that the church would be undertaking an ongoing remodel project, which would likely be phased. This project is the first phase of that work. At that time, it was concluded that a simple administrative amendment to the C.U.P. would suffice, that this project had no impact on parking. I've attached our own memos documenting these meetings and decisions. Please call if you have any further questions. No public hearing will be required. These improvements include all 4 phases of church renovation/addition, office/rectory remodeling, and kitchen addition, as discussed in the meeting dated 8/11/92. PROJECT : St. Patricks Church SUBJECT : Preliminary Meeting with Planning Department City of Carlsbad ATTENDEES: Michael Holzmiller, Planning Director Robert Green, Principal Planner Pat Kelly, Senior Building Inspector Tim Martin, Project Manager ITEMS DISCUSS= 1. Reviewed scope of proposed work including interior remodeling at church, office remodeling and kitchen addition at Parish center. Architect‘s intent is to make the city aware of all proposed improvements, determine necessary permitting procedures and identify any work which will not ultimately be permitted upon submittal for Building Permit. 2. The Conditional Use Permit previously obtained has been modified or amended with each new element of construction. This permit was most recently amended to incorporate the new garage and new parking lot. 169 parking spaces are provided which allows for a maximum seating in the church of 750 people. The C.U.P. assumes there will be no concurrent usage of other buildings on site during church services. 3. Any and all of the proposed work will require an amendment to the Conditional Use Permit. The planners will determine if they will be able to grant approval administratively or if the C.U.P. will require a formal amendment which will entail bringing it before the Planning Commission and a minimum three month approval process. Since the proposed work is primarily interior remodeling, staff may be able to grant administrative approval. Improvements which would trigger the need to go before the Planning Commission would be an increase in seating capacity which would result in an increased parking requirement, a major addition or any exterior work which would be visible to the community. The proposed entry addition and exterior trellis may necessitate the need for a formal amendment. . 2-- . 4. 5. 6. 7. DON St. Patricks Church Preliminary Meeting with Planning Department city of Carlsbad August 12, 1992 Page two Discussed proposed phasing of work and the churches desire for the building to remain in use during construction. Mr. Kelly suggested that entire project be permitted at one time even though construction is intended to be phased; the Building Department would cooperate in keeping permit alive until all phases have been completed. In the event that all work is not permitted at one time, Mr. Holzmiller advises that entire master plan be submitted to the Planning Department so that any amendments to Conditional Use Permit can be done at one time. Project will also require approval from California Coastal Commission. It is the planners opinion this process will be expedient and that in the case of the kitchen addition an exemption is likely. Coastal Commission Planner for the Carlsbad area is Bill Ponder. Upon submittal of technicas documents to Building Department for plan check, plans will be routed to Fire Department for review of exiting and fire sprinklers. Fire Department plan checker is Mike Smith. Mr. Kelly advises preliminary review with Fire Department who will require that an exiting plan be submitted for their review and approval. Regarding Building Permit, no energy calculations will be requested if no new loads are placed on existing mechanical system. Lighting calculations may be requested. Engineering Department will be concerned with whether any required public improvements from earlier permits have been deferred.
