It was a pleasure meeting with you. Staff has reviewed your proposal and considered your request to be relieved of the requirements of Section 21.44.080 of the zoning ordinance requiring a solid wall. Because of the fact that your parking lot will abut a residentially zoned lot occupied by a single family home, a 6 foot high solid wall is required. If this wall is placed on the property line separating the residential parcel from your parking lot, and if that wall is 6 inches thick, only 1.5 feet will separate the curb from the wall. A 1.5 foot overhang is not adequate to prevent cars from hitting the wall. Two and one half feet is the minimum overhang required. While your plans show that the spaces next to the wall will be compact, the possibility that they will be used by full size cars must be considered in the design. Furthermore, even some compact cars require more than 1.5 feet overhang. The same problem appears to exist at the northerly boundary of the proposed lot. While the dimension between the curb and north wall is not called out on your plans, it appears to scale to 2 feet, where a minimum of 2.5 feet is required. This northerly row of spaces is not limited to compact vehicles. Please redesign the lot to address these requirements. You may want to consider the following two ideas: - Locate the required wall further east in order to increase the overhang fronting the row of compact spaces. Move the entire parking lot further toward the west side of the site. This may allow adequate overhang on both east and west sides. Of course the above ideas are only suggestions; you may redesign the lot in any manner which satisfies the requirements. 2075 Las Palmas Drive - Carlsbad.
