NOTICE IS HEREBY GIVEN that the Planning Commission of the City of Carlsbad
will hold a public hearing at the City Council Chambers, 1200 Elm Avenue,
Carlsbad, California, at 7:00 p.m. on Wednesday, January 13, 1982, to
consider approval of a circus to be held on February 2, 3, and 4, 1982, on
property generally located on the Plaza Camino Real parking lot west of
Sears and more particularly described as:
Portions of Lots 17 & 18 of Map 8956, Carlsbad Tract
No. 76-18 in the County of San Diego, city of Carlsbad.

SUBJECT: CUP-210, CIRCUS VARGAS - Request for approval to hold a
three day circus event at the Plaza Camino Real Shopping
Center in the C-2 zone.
I. PROJECT DESCRIPTION AND BACKGROUND
The applicant requests approval to hold a three day circus in the
Plaza Camino Real parking lot located east of the Sears Store
(Exhibit A). The circus would be held on February 2, 3, and 4
and the hours would be 8 P.M. to 10:30 P.M. on February 2nd and
4:30 P.M. to 10:30 P.M. on February 3rd and 4th.
The particular company, Circus Vargas, received approval from the
Planning Commission for a three day circus one year ago on the
same site. According to the Police and Fire Departments, no sec-
urity or traffic problems occurred as a result of last years
circus.
II. ANALYSIS
Planning Issues
1. Is the proposed location of the circus suitable to han-
dle the traffic and number of people who will attend
this event without creating any adverse impacts to
adjacent properties?
Discussion
This request is an annual one which has been approved for the
last three years. The first year, this event was held on the
east side of the Plaza Camino Real parking lot adjacent to El
Camino Real. The second year, at Car Country on Paseo del Norte,
and last year, at the same site as is being requested at this
time. Staff believes the proposed site is the most suitable lo-
cation with respect to traffic control and noise and light
impacts on adjoining properties. Access to the circus would be
taken off of Marron Road, away from major intersections. Also,
the location of the circus in the middle of a large parking lot
would allow for relatively easy emergency access.
As conditioned, staff does not foresee any problems with the
proposed circus. The conditions are similar to those applied at
last year's circus. Staff, is therefore, recommending approval
of this temporary conditional use permit.
III. ENVIRONMENTAL REVIEW
The Planning Director has determined that this project is
categorically exempt from environmental review pursuant to
Section 19.04,070(6c) of the Environmental Protection Ordinance.
V. RECOMMENDATION
It is recommended that the Planning Commission ADOPT Resolution
No. 1750, APPROVING CUP-210 based on the findings and subject to
the conditions contained therein.
