See Attached Rev. 4/91 ProjD«»c.lrm PROJECT DESCRIPTION/EXPLANATION Tyler Court Senior Apartments (CUP 217) The City of Carlsbad Redevelopment Agency is seeking an extension of CUP 217 for the Tyler Court Senior Apartments. The CUP has been expired since March 4, 1997. While in the past, the CUP has been extended for 5 year periods, the Redevelopment Agency is requesting that the CUP be extended for as long as the property is operated as senior housing project and in conformance with the project's conditions of approval. Tyler Court is a 75 unit complex for senior citizens 55 years and older. The project was originally approved in August of 1982 (CUP217) and it has been in operation for the past 14 years. The project, with its close proximity to such amenities as the Carlsbad Senior center and the Carlsbad Village area, has been a tremendous asset to the senior community. In 1991, the City of Carlsbad Planning Commission approved Conditional Use Permit CUP 217(A)xl, extending the permit until March 4, 1997. While the former property owner did not seek to extend the term of the permit in 1997, the property continues to operate in conformance with the terms and conditions to the previous approvals. On September 30, 1999, the City of Carlsbad Redevelopment Agency purchased Tyler Court. A primary purpose of the Agency's purchase was to insure that Tyler Court remained as an affordable housing complex for Carlsbad's senior community. To that end, the Agency has placed affordability requirements on the property that ensures that not less than 50% of the units are rented to extremely-low income households (households earning 30% or less of the Area Median Income), and the remaining units are rented to households are rented to very- low income households (households earning 50% or less of the Area Median Income).
