Costa Real Municipal Water District
Mr. Chairman and Members of the Planning Commission:
Thank you for this opportunity for the District to comment upon the
proposal with respect to public water service.
The subject development will be located upon an existing lot that is
a part of Palomar Airport Business Park - Unit No. 2 subdivision so
that public water system facilities have been constructed to provide
direct service to a permanent development. Additionally, under the
terms and conditions of the "interim agreement" between the City of
Carlsbad - Water Department and the Water District, retail water ser-
vice will be provided to this subdivision lot by the existing Water
District retail water system facilities.
In the event you have any further questions regarding public water
service, we would be pleased to respond to you.

1. Charlie saw no problems with our submitted proprosal but could
not guarantee the out come of the public hearing scheduled for
May the llth.,
2. Charlie pointed out to me the two sections deleted from the x
Land use planning office report. Namely items #14, and #15:
See staff report.
3. I was given a copy of the report for our own records with
comments.
4. I was given a copy of landscape plan with comments from the
department of parks and recreation.
5. Charlie is going to investigate whether or not the Bank of
San Diego is responsible for landscaping the median streetscape
on Palomar Airport Rd. Charlie said if the Bank of San Diego"Is,
it will be one half of the mediam only. Leaving the other half
to the property owner to the North,

RE: PUBLIC FACILITIES FEE AGREEMENT
The enclosed Public Facilities Fee Agreement, preliminary title
report, and deed of trust are being returned for the following
reason:
1. The owner listed on the preliminary title report and
the PFF agreement must be the same and the notarial
acknowledgement must reflect this ownership.
Presently, both MITSUI FUDOSAN and the Bank of San
Diego are shown as owners.

SITE VISIT REPORT
The Bank of San Diego, Palomar Airport Rd. (new site)
Those Present: S.A. Gutowski, SDG&E Co.
Aliitama Sotoa, SDG&E Co.
Michael G. Howes, Carlsbad Planning Dept.
Bob Evans, B.E.Y. + Co.
Raul Ojeda, B.E.Y. + Co.

Site observation lasted from 10:30 a.m. to 11:00 a.m. on February 23,
1983. Items discussed were as follows:
1. Bob described our intent with respect to total site lay-out
with emphasis on locating most of the required parking within
the 200 foot SDG&E easement.
2. Mr. Gutowski, as well as Mr. Howes, agreed that it could be so
located, subject to their review and approval of our preliminary
lay-out. Primary concern was providing a clear 30'-0" diameter
access around the power pole structures and to maintain a 15'0"
wide access road to each power structure.
3. No permanent structures will be allowed inside SDG&E easement.
4. Anything .that goes through the SDG&E easement (i.e. drainage lines)
has to be approved by SDG&E Co.
5. It is alright to landscape easement parking area, with low trees.
6. Don't spill water run off from the easement, onto any other adjacent
property.

7. SDG&E Co. is planning more power lines through the easement in the
possible near future.
8. SDG&E Co. said they would consider the parking lot within the
easement, as though it were a permanent location.
9. Send three copies of proposed lay-out to Mr. David Jones, at
SDG&E Co.
10. Mr. Howes said we could penetrate into the 50' set back for
interior circulation, as long as we don't establish an access
road parallel to Palomar Airport Rd.
11. No conspicuous signage along Palomar Airport Rd. will be allowed.
12. Send (1) copy of preliminary site lay-out to Mr. Howes, before
applying for C.U.P.
Next Actions:
1. B.E.Y.+ Co. to do the preliminary site lay-out.
2. B.E.Y.+ Co. to comply with Mr. Howes' and Mr. Gutowski's request
and submit our preliminary studies to them for review and
comments.
3. Carry studies to acceptable level and submit for C.U.P. review
and pub! ic hearing .

FIRE DEPARTMENT CONDITIONS
PROJECT: C - C
I)} Prior to the issuance of building permits, complete building plans shall be submitted
to and approved by the Fire Department.
2) ) Additional public and/or on site fire hydrants shall be required if deemed necessary
by the Fire Marshall.
3) The applicant shall submit two (2) copies of a site plan showing locations of existing
and proposed fire hydrants and on site roads and drives subject to the approval of
the Fire Marshall.
4) An all weather access road shall be maintained throughout construction.
/ 5Y/ All required fire hydrants, water mains and appurtenances shall be operational prior
^—^ to combustible building materials being located on the project site.
6) Adequate emergency vehicle turn-arcunds shall be provided by a cul-de-sac or a
hammerhead when driveway is more than 150 feet deep from property line at street.
7) All driveways shall be extended to within 150 feet of all portions of the exterior
walls of the first story of any building.
8) Proposed security gate systems shall be provided with "Knox" key operated override
switch, as specified by the Fire Department.
9) All private driveways shall be kept clear of parked vehicles at all times, and shall
have posted "No Parking/Fire Lane Tow Away Zone" pursuant to Section 17.04.040,
Carlsbad Municipal Code.
10) Fire retardant roofs shall be required on all structures.'
11) Brush clearance shall be maintained within a minimum distance of 30 feet to each
residence.
12) All fire alarm systems, fire hydrants, extinguishing systems, automatic sprinklers,
and other systems pertinent to the project shall be submitted to the Fire Department
for approval prior to construction.
13) All roof-top appurtenances shall be architecturally integrated into the design of
the building and shielding to prevent noise and visual impacts, subject to approval
before issuance of permit.
14) Building exceeding 10,000 sq. ft. aggregate floor area shall be sprin!lered or have
four-hour fire walls with no openings therein which shall spli^Jjhg-Uy^ilding into
10,000 sq. ft. (or less) areas.
