The following items are offered for your consideration by the Water District as our responsibilities relating to public potable and non-potable water service: 1. Retail public water service has been provided to the subject development area since construction of our water system fa- cilities in the late 1950's. Under the terms of the "interim agreement" between the City of Carlsbad - Water Department and the Water District, retail water service will be continued by the Water District. 2. The Board of Directors of the Water District has adopted a master plan for public potable water system facilities that covers the entire area of the subject development and accord- ingly, the District and the development will establish the requirements for the construction of the necessary public water system facilities to provide service to the entire golf course complex. 3. The development will be required to conform to all of the rules and regulations regarding public water service and the construction of all of the necessary facilities. Additionally, the development will be responsible for all financial obliga- tions with respect to District expenses, water connection fees, water meter fees, and all other elements of expenses for new development projects. The development and the District have previously concluded the arrangements whereby there will be a relocation of the existing public water system facilities that will be in conflict with the widening of Alga Road at the southerly end of the new golf course. Additionally, the District will coordinate the water system facilities program as it relates to the neighboring lands around the golf course. 5. The Water District has also commenced proceedings with the development to provide for public non-potable water service for the irrigation of the proposed golf course and greenbelt areas. In the event the Planning Commission has any comments or questions regarding the public water service aspects of the proposed development, we would welcome the opportunity to respond. truly yours Y. Bender - Rick Engineering Company The Departmental Coordinating Committee meeting was held to discuss the above referenced project. The staff report and conditions were amended as indicated on the attached copy. The project will be pre- sented to the Planning Commission on May 11, 1983, at 7:00 p.m. One other point was discussed. The golf cart crossing which is part of the Conditional Use Permit extends beyond the boundary of the Conditional Use Permit.
