SUBJECT: CUP-237 JEHOVAH'S WITNESSES - Request for a Conditional
Use Permit to allow a church at the end of a future cul-
de-sac located to the west of the northwest corner of
Elm Avenue and Monroe Street in the R-l-7500 zone.
This item was continued from the meeting of September 28, 1983,
at the request of the applicant to allow time to review the
traffic circulation system in the vicinity of the project.
During that time, no additional traffic information was
submitted by the applicant. The applicant recently informed
staff that the only traffic information that they were
submitting was a traffic count done by members of their
congregation.
Staff had previously reviewed this information and informed the
applicant that it was inconclusive and staff could not recommend
approval of this project based on that information.
Attached to this memo is a copy of the staff report of September
28, 1983 and the applicant's traffic count. Staff feels that
the staff report of September 28th is still applicable and
recommends denial of this request.

mendation and conditions, is enclosed. This preliminary report
will be discussed by staff at the Development Coordinating
Committee (D.C.C.) meeting which will be held on September 20,

FIRE DEPARTMENT CONDITIONS

I)/ Prior to the issuance of building permits, complete building plans shall be submitted
to and approved by the Fire Department.
\
2)y Additional public and/or on site fire hy, rants shall be required if deemed necessary
by the Fire Marshall.
The applicant shall submit two (2) copies of a site plan showing locations of existing
and proposed fire hydrants and on site roads and drives subject to the approval of
the Fire Marshall.
An all weather access road shall be maintained throughout construction.
All required fire hydrants, water mains and appurtenances shall be operational prior
to combustible building materials being located on the project site.
6) Adequate emergency vehicle turn-arounds shall be provided by a cul-de-sac or a
hammerhead when driveway is more than 150 fe'et deep from property line at street.
7) All driveways shall be extended to within 150 feet of all portions of the exterior
walls of the first story of any building.
8) Proposed security gate systems shall be provided with "Knox" key operated override
switch, as specified by the Fire Department.
9) All private driveways shall be kept clear of parked vehicles at all times, and shall
have posted "No Parking/Fire Lane Tow Away Zone" pursuant to Section 17.04.040,
Carlsbad Municipal Code.
10) Fire retardant roofs shall be required on all structures.'
11) Brush clearance shall be maintained within a minimum distance of 30 feet to each
residence.
12),? All fire alarm systems, fire hydrants, extinguishing systems, automatic sprinklers,
and other systems pertinent to the project shall be submitted to the Fire Department
for approval prior to construction.
13) All roof-top appurtenances shall be architecturally integrated into the design of
the building and shielding to prevent noise and visual impacts, subject to approval
before issuance of permit.
14) Building exceeding 10,000 sq. ft. aggregate floor area shall be sprinklered or have
four-hour fire walls with no openings therein which shall split the building into
10,000 sq. ft. (or less) areas.
15) Since the emergency fire response time to the project area exceeds 5 minutes,
all structures must be protected by automatic fire sprinkler systems, built and
installed per specifications approved by the Fire Marshal.
