The scale of the map may be reduced to a scale acceptable to the Land Use Planning Manager if the required scale is impractical. L. For residential projects within Vista, Encinitas or San Dieguito School Districts, the applicant shall indicate whether he prefers to dedicate land for school facilities, to pay a fee in lieu thereof, or do a combination of these. If the applicant prefers to dedicate land, he shall suggest the specific land. For residential projects within the Carlsbad Unified School District and the San Marco Unified School District, the applicant shall submit written confirmation that school facilities will be available and serve the project at time of need. These time limits can only be extended by the mutual concurrence of the applicant and the City. Condition No. 3 of CUP Resolution No. 4852 specifies that CUP 254x3 was granted for a period of five years but may be extended upon written application of the permittee. The applicant, Dr. Edward Mowry, is requesting an additional five-year extension of CUP 254x3 to allow the continued operation of a veterinary hospital at this site. IV. ANALYSIS A. ANALYSIS The veterinary clinic has continued to operate as conditioned for approximately the past six years with no complaints recorded by the Plarming Department or Plaza de la Costa Real property manager. Staff concludes that the use continues to be desirable for the development of the community and is not detrimental to surrounding conunercial uses. The 1,440 square foot office continues to be adequate in size and shape to accorrunodate the use. Its location within the Plaza de la Costa Real commercial center continues to provide the necessary parking and circulation system to adequately serve traffic generated by this use. CUP 254x1 - LA COSTA AHWAL HOSPITAL JULY 9, 1990 PAGE 2 Condition No. 7 of Resolution 2330 approving CUP 254 states that the Plarming Conunission may grant extensions not to exceed 5 years. To extend CUP 254 for five additional years, it is necessary to grant extensions totaling 6 years. The first year extension is retroactive from August 8, 1984 through August 8, 1990. The second 5 year extension will allow the subject use to continue through August 8, 1995. Although CUP 254 has expired, the veterinary clinic is still a desirable and compatible use at the approved location, therefore, staff is recommending that the Plarming Commission accept the existing conditional use permit as valid and extend CUP 254 for six years. This six year period includes the past year plus five additional years, through August 24, 1995. IV.
