The city originally approved CUP 265 on 6/12/85 (Reso 2452) for 5 years. On 7/9/90,
Reso 3060 for CUP 265x1 was retroactively passed for a ten year extension. On 7/16/03,
Reso 5438 was retroactively passed for CUP 265x2 and included no expiration.

Comments: Original resolution 2452 has conditions 17 to 19 that still require
consideration. They regarding outdoor lighting, ball field hours of use, and a minimum
buffer strip between ball fields and riparian vegetation. Kyle Lancaster indicates hours
of use and lighting orientation/timing have remained the same over the last several
years and he sees no issue with continuing to comply with these conditions. Regarding
the requirement for a 50' buffer strip between the riparian area and ball fields, while it
is difficult to tell the extent of riparian vegetation in 1985, it is likely its area has
increased with development and increased runoff. Kyle indicates the ball fields have
not been moved over the past several years and a ring road establishes a buffer between
the fields and vegetation. Review of aerials over past several years shows the edge of
the ball fields could easily meet the 50' buffer. Riparian vegetation seems to be about
100 to 130 feet wide.
There are no conditions of concern from Resolution 3060. Conditions 5 and 6 of Reso
5438 regard submittal and approval of a SWMP and installation of stormwater BMPs
within certain time frames. Land Development Engineering in the attached memo
indicates these conditions are effectively satisfied.

In regards to conditions 5 and 6 of PC Resolution 5438 (a CUP extension for Stagecoach Park), these conditions are
effectively satisfied as they are no longer required based on the City's current Standard Urban Stormwater Management
Plan (SUSMP). Per the SUSMP, existing/established projects (i.e.: no development proposed) are not subject to Priority
Development Project requirements. Therefore preparation of a SWMP and installation of permanent treatment BMP's
are not required for this project. Please contact me if you have any questions. Thanks.
