BAKER, et a1 RESOLUTION NUMBER: 562 Report of Findings to the Commission Notice of the time and place of the hearing on the above application was given as required by the Zoning Ordinance, and a hearing on said application was scheduled for June 25, 1968, by the Commission. Facts resulting from the staff investigation are: 1. A post office may best serve a community by conforming to certain criteria, which are: a. Be within the central business district. b. Be located near the center of population. c. Have immediate access to a major collector street. d. Be in a location which is easy to find by the public and visitors to a community. 2. The proposed post office site is located and adjacent to an existing Pacific Telephone Facility, east of the Pine Street School, west of the freeway and within a high density residential zone. 3. The proposed location will generate undue traffic circulation within the residential area and being across the street from the Pine Street School will create a potential hazard to the school children. 4. The moving of the post office from the central business district will be detrimental to the welfare and prosperity of the down- town area. 5. Subject site is not easily accessible for the non-driving public and the proposed entrance will be approximately 600 feet from the nearest bus line. 6. The proposed site will be approximately one half mile from the nearest freeway interchange at Elm Avenue. This would make it necessary for mail trucks to traverse through residential areas. 7. If subject application is granted it is recommended that the following conditions be adopted: a. Since the proposed location is within a residential area, the rear parking area should be encompassed by a solid six feet. (6t) Cligh masonary wall. - C.U.P. for U. S. Post Office Applicant: K.S. Baker,et a1 - June 11, 1968 -2- b. Said rear parking area must conform with Ordinance No. 9181 , "Landscaping for parking areas". c. All exterior lighting must be shielded so as not to glare or shine upon any residential property. d. All areas shown in green on Exhibit "A" be planted and maintained with lawn, flowers, shrubs, trees and be irrigated by an approved sprinkler system. e. A landscape and sprinker plan to be approved by the Planning Department prior to construction. f. All signs shall be wall signs and in conformance with City of Carlsbad sign ordinance.
