Simms, Jr., Donald and Leah Nowell and Howard and Marjorie Springsteen. 580 Report of Findings to the Commission Notice of the time and place of the hearing on the above application was given as required by the Zoning Ordinance, and a hearing on said application was scheduled for November 12, 1968, by the Commission. Facts resulting from the staff investigation are: Subject properties are zoned R-P. The proposed post office would be within the central business district. The proposed post office would also be located adjacent to a proposed future perimeter traffic circulation street of the downtown core area. The Planning Department recommends approval of the application to the following conditions: That the rear parking area be encompassed by a solid six foot (6') high masonary wall. All exterior lighting be shielded so as not to glare or shine upon any residential property. All areas shown in green on Exhibit "A" be planted and maintained with lawn, shrubs, trees, and be irrigated by an approved sprinkle system. A landscape and sprinkler plan be approved by the Planning Department prior to construction. All signs shall be wall signs and in conformance with City of Carlsbad sign ordinances.
