BACKGROUND The Planning Commission, on November 9, 1983, heard a similar request as CUP-236 Carlsbad Congregation of Jehovah's Witnesses That application proposed a similar type and scale development at the end of the McCauley Lane cul-de-sac, approximately 400 feet east of this application. Staff recommended denial of CUP- 236 because church traffic would travel the full length of McCauley Lane, and thus inappropriately impact future residences. The Planning Commission denied the application on those grounds. The application was appealed to the City Council. The City Council affirmed the Planning Commission's findings and denied the appeal. III. PROJECT DESCRIPTION The site plan provides an entrance/exit on McCauley Lane, at a point approximately 200 feet east of the corner of Valley Street and McCauley (See Exhibit A). The plan directs vehicles counter clockwise through the site. The Church is recessed into the eastern up-slope portion of the site (See Exhibit B) . The egg-shell colored stucco walls incorporate buttresses on the north, west and east sides. The gabled red tile roof is framed by the north and south buttressed walls. The 3,840 square foot church Includes an entrance lobby, a 240 seat lecture hall, a classroom, an office/library, a lounge, and restroom facilities (See Exhibit C). IV. ANALYSIS Planning Issues 1. Are all necessary design features such as yards, setbacks, walls, fences and landscaping sufficient to allow the use to be compatible with existing and future land uses In the neighborhood? 6. Is the street system serving the church adequate to properly handle traffic generated from the church? 7. Is the project consistent with the Growth Management Program? Discussion When appropriately designed, places of spiritual worship add character and definition to a neighborhood and community. The General Plan identifies such places as potentially appropriate in residential areas. The proposed project appears a benefit to both the surrouding residential land use and the general community. The project through the use of landscaped setbacks and a residential type building intensity provides a compatible entrance and buffer from Elm Avenue to the surrounding low/medium density residential ar ea. The .92 acre site appears more than adequate. All City setback standards are met or exceeded. There are sixty-two parking spaces provided, fourteen in excess of City standards. The low intensity site plan provides only 9% building coverage, 38% landscaping, and 53% as open parking. The design efficiently directs vehicles in, through, and out of the site. Vehicles enter and exit the site at an appropriate point around 200 feet away from the corner of Valley Street and McCauley Lane. Access is close to Elm Avenue, yet provides sufficient sight distance to allow safe turning movements. Landscaping surrounds the entire site, and serves to screen both the parking area and church building. Partial low retaining walls are used along the Elm, Valley and McCauley setback areas, to provide grade separation and site interest. A 36 inch high ornamental fence on the retaining wall provides the framework for a landscaped hedge. Building scale, design and materials appear compatible with a single family detached residential area. Additionally, by recessing the building within the slope of the site the perceived bulk of the 3,840 square foot building is cut in half. Recessing the building also allows potential view sheds from lots east and north of the site. Signage on the retaining wall at the corner of Elm and Valley and on the west wall of the building is discreet, unlighted and meets the requirements of the Sign Ordinance. Thus providing sufficient site identification compatible with the surrounding residential character. The project is estimated to generate 57 vehicle trips per weekday and 171 vehicle trips on days of assembly. The street system that serves the site (Elm Avenue - a secondary arterial. Valley Street and McCauley Lane - local streets) is adequate to accommodate this traffic. The distance church traffic will travel on local streets is relatively short, 700 feet. The Growth Management Program allows projects for non-profit entities to be processed prior to adoption of the Local Facility Management Plan (LFMP) for Zone 1. However, this project shall be required to provide for its proportional Impact for public facilities consistent with the adopted Local Facilities Management Plan for Zone 1. In summary, the proposed church meets or exceeds the standards of the R-1-7500 zone, complies with the goals of the General Plan, will provide for its proportion of public facility impact, and through the use of appropriate design, will make a positive contribution to the neighborhood and community. V. ENVIRONMENTAL REVIEW The Planning Director has determined the project will not cause any significant environmental Impacts and, therefore, has issued a Negative Declaration on February 28, 1987.
