The dragstrip attracts undesirable persons into the countryside who cut fences, break gates, and deposit bottles, cans, cartons, papers. and other trash on public roads and private Property. The existence and operation of the racetrack depresg’ad jacent property values and inhibits the development of neighboring land which is highly suited for residential development (including Rancho LQS Quiates, Rancho Agua Hedionda, and adjacent patented land). Instead of extending the permit for another ten years, the track should be allowed to terminate its activity at the end of its present tern and the area be made available for housing.
