Your letter to Mayor Frazee dated June 23, 1977 regarding a rock concert has been forwarded to me.
Mr. Baldwin has informed me of the discussions he and Chief Kundtz have had with you. It is unfortunate that
some further staff investigation was not done at that
time .
The Carlsbad Raceway which you would like to use forthe rock concert is controlled by a Conditional Use Permit. The Conditional Use Permit allows only auto racing,
motorcycle racing and a skateboard park. Any other use would require an amendment to the existing Conditional Use Permit. This requires a public hearing before the Planning Commission. with this piece of land, even if it were granted, and I do not believe it would be, the matter would be appealed to the City Council and they would be required to hear
the matter at a public hearing. Our experience has been that the entire process would take several months and, in my opinion, have very little chance of success.
