This letter is in response to your request by letter of April 7, 1980 to convert a portion of the present skatepark area at the Carlsbad Recreation Park tq a fishinq pond.
This recreation center has been approved by the City throuqh the Conditional Use Pernit process (CUP 42-C). The approving document, Planning Commission Resolution 1534, indicates an existing skateboard park in twp sections on the easterly portion of the recreation park.
From your letter, and my staff's review of the site, it's my understanding that you request to modify the southerly portion
of the two existing skateboard areas into a fishing pone with fencing, walls and office, but not make any further improvement to the recreation park at this time. intend to complete the recreation area by constructing other recreation activities, driveway improvements, parking areas,
etc. per CUP 42-G.
I have found this request consistent with the recreation park concept approved by the Planning Commission. please consider this letter as approval of your request to reconstruct and use the southerly portion of the skateboard
area as a family fishing pond subject to the following condi- tions :

1. The area shall be totally enclosed by a minir'num six foot high security fence to separate the pond from the rest of the recreation area.

2. Building permits shall be required for reconstruction
of the ponds and a block wall berm around the pond.
3. All operating conditions of CUP 42-G (Resolution 1534, conditions 2, 6, 7, 8, 9, lO,.ll, 12, 15)
shall be adhered to.
