This 14 acre site is now operating under CUP 42D, 42E, and 42F. 42D (Carlsbad Raceway) represents the entire 150 acre site of which this 14 acres is part. 42E provides for a 14 acre recreation facility, primarily for rollerskate, skateboard and bicycle facilities, and 42F allows for an Alpine Slide. All CUP's will expire on April 25, 1982. The reason for our request is twofold, 1. We wish to remove the subject 14 acres from the overall 150 acres operating under CUP 42D and consolidate all approvals into one CUP, thus providing €or approval of a 14 acre "recreation park" that is able to respond to changing recreational trends without continually requiring CVP ammendments. 2, Our application includes a number of recreational uses, Since our requested uses are consistent with the existing RC General Plan designation, we also request approval providing €or periodic review, rather than an expiration date. This approach would maintain City discretion, yet would also provide a base for lonq term capital investment. In addition to our request, we rqcognize two previous concerns expressed by the City during past CUP approvals on this property. 1. We are currently working with City Staff on an overall development plan but before plans can significantly proceed, the expended investment in the existing 14 acre recreation park must be in operation. This operation in part, will then fund the overall development plan. In other words, we are committed to, and are proceeding with a plan for 150 acres for submittal to the City. But the revision and continued operation of the 14 acre park is essential to the overall plan. 2. Discussion: The Planning Commission has directed Staff to work with the applicant on a traffic study. Existing access to the entire 150 acre site is currently taken from Palomar Airport Road/Linda Vista Road in the County. for a left turn pocket on Palomar Airport Road. That situation has been corrected by the County through provision of a left turn pocket. In addition, on special event days, a second access has been provided west of the existing access point. Aside from the few special event days throughout the year, traffic generated on peak days should not exceed 400-500 trips per day for the 14 acre recreation park and raceway. We additionally, will work with the City on a general traffic study as part of the overall development plan. We request City approval of our 14 acre CUP for the reasons outlined above.
