Re: 14 Acres Carlsbad Recreation Park/CUP
The City is currently processing a CUP Application for a
14 acre recreation area. This 14 acre site is currently operating under CUP 42D, 42E, and 42F. 42D (Carlsbad Raceway) represents the entire 150 acre site of which this 14 acres is part. 42E allows recreation facilities, specifically,
rollerskate, skateboard and bicycle facilities, and 42F allows an Alpine Slide. All CUP'S will expire on April 25, 1982.
The reason for our request is twofold:
1. We wish to remove this 14 acres from the overall
150 acres operating under CUP 42D and consolidate
all other approvals into one CUP.
2. Our current CUP application includes a comprehensive plan to develop the entire 14 acres. Unlike the existing Cup's, a variety of recreational uses will
be approved and we will be able to respond to changing recreation trends without continually ammending the existing CUP.
In the past, all CUP approvals on this site, have included a number of conditions. We recognize the need for various conditions, however, we request the City to also consider the following when determining appropriate conditions:
1. Since our requested uses are consistent with the
existing RC General Plan designation, we recommend periodic review rather than a CUP expiration date. This approach will maintain City discretion, yet
also provide a base for long term capital investment.

2. As you know, recreational trends and philosophies change. Although we have requested a number of uses, the level of use and need for each facility is dictated by market demand. We therefore, request a condition that allows City discretion at the Staff level for changes of use which are consistent with
the "recreation" theme.
